We are currently looking for an experienced Human Resources Development Specialist. Position Description: Duties include: Provide a full range of recruitment duties for a complex organization, for which innovative and assertive recruiting strategies are needed. Positions include "hard-to-fill"A' and short categories, senior level positions, jobs requiring unusual skill combinations, establishment of search committees, or highly visible or sensitive positions. Positions may include Title 42, and Title 5 appointment mechanisms. Conduct recruitments for occupations in the competitive service under Title 5 of the US Code through Job Opportunity Announcements. Develop, review, or recommend job analyses in accordance with OPM polices and regulations to determine the knowledge, skills, and abilities of a position. Perform recruitment and staffing functions (eg, review vacancy announcements, assess qualifications, rate applicants, adjudicate veteran's preference, issue certificates) using a variety of automated systems. Systems include document repositories (eg, SharePoint sites, custom-built applications), Talent Acquisition Systems (eg, USA Staffing (USAS)), and agency specific Intranet applications. Prepare vacancy announcements including targeted applicant questions to accurately assess experience and expertise resulting in the referral of the best-qualified candidates for a particular vacancy. Reviews applications to make qualification determinations. Track recruitment and staffing processes using an agency specific workflow tracking system. Ensures all selections are made in accordance with applicable laws, regulations, agency polices and guidance. Write, edit, and recommend classification of Position Descriptions. Write draft Evaluation Statements & Statements Advise on Position Management Analysis Make FLSA determination, Prepare FLSA Checklist, discuss duties with supervisor to determine FLSA coding. Prepare for audits by reviewing all case files and identifying and gathering all required documents (eg WG, GS, Pathways, T42, SES). Track all work in WiTS. Create and edit standardized and customized applicant assessment questionnaires and Job Analysis based on position descriptions, SME input, and other resources. Create and update manager profiles in USAS. Issue tentative and final offer letters to selected candidates as needed. Review new hire and other HR action paperwork in NIH's personnel system and enter actions as needed. Meet with Administrative Officer? and Hiring Manager to gather information of the position and future plans for the organization. Attend Strategic Recruitment Meetings and document decisions, and when appropriate, coordinates job postings with Corporate Recruitment Unit, and advise on using social media for recruitment. Build vacancy announcements in USA Staffing and make qualification determinations on applicants. Prepare and issue referral list (certificates). Send Applicant Notifications. Review and Edit journal advertisements. Attend NIH Orientation Keep all files up-to-date with required documents. Also utilizing Branch shared drives to ensure program area documents are maintained for current and future use. Job Requirements:Position Requirements: Bachelor's degree in Human Resources, Organizational Development or a related discipline; four (4) years of specialized experience plus a high school diploma is equivalent to a Bachelor's degree. Eight (8) years of experience in areas such as organizational development, employee retention, career development, and coaching. Expertise in the highly specialized NIH/NIAID policies, procedures, and requirements.
