We are seeking a Supervisor, Contracts Management for Navy Programs to lead, and mentor a team performing all aspects of prime contract management, including engagement with the Navy UARC Office, proposal review, contract analysis, negotiation, and post-award administration. You will work closely with other Supervisors, as well as leadership across the Laboratory, to improve our impact to the organization. We will support you to build and sustain a culture of excellence and cross-enterprise collaborations. As the Supervisor, Contracts Management for Navy Programs you will: Cultivate and maintain APL"s long-standing relationship with the Navy UARC Office. This entails being the primary interface between the Lab and the Navy UARC Office and Contracting Officer for all NAVSEA contract related issues. Establish and promote a climate conducive to intellectual curiosity, creativity, innovation, collaboration, growth, and respect for others. You will promote section level operational transformation initiatives by identifying emerging opportunities and challenges. You will continuously communicate with staff regarding our organizational vision. You will team with others across the Department and the Lab and champion partnering. Ensure the team is staffed at the correct level, and support and collaborate on the hiring process and hiring decisions. You will implement standard methodologies to ensure compliance with federal procurement regulations and contract-specific guidance. You will define expectations and foster professional development for your staff with a focus on coaching, including developing future leaders. You will help inspire and empower staff, problem solve, and encourage diversity of thought, inclusion, and continuous improvement through your daily actions. You will have access to the resources needed to train and develop staff to meet current and emerging needs. You will confirm your staff have the appropriate resources, facilities and tools needed to meet its mission. You will support the ongoing evolution of the group, including the expansion of next-generation business systems and the implementation of new tools. You meet our minimum qualifications for the job if you Possess a Bachelor"s or Master"s degree in Business Administration or related field with a minimum of 5 years leading and/or managing staff with proven ability to exercise appropriate judgment and discretion. Have at least 10 years of experience in federal government prime contracting with in-depth knowledge of the Federal Acquisition Regulations and supplements. You should demonstrate advanced skills in analyzing government contract terms and conditions. Demonstrate the ability to think strategically and lead change while ensuring change is delivered in a balanced way. Possess excellent written and oral communications skills. Have experience working with the Microsoft business and office applications software programs. Are able to obtain a Secret security clearance. If selected, you will be subject to a government security clearance investigation and meet the requirements for access to classified information. Eligibility requirements include US citizenship. You'll go above and beyond our minimum requirements if you Possess an active Secret level security clearance or higher.
