Summary

The primary purpose of position is to serve as a Supervisory Personnel Security Specialist, Team Chief responsible for supervising a large team of Personnel Security Specialist who are responsible for making security clearance eligibility determinations within Defense Counterintelligence and Security Agency (DCSA), Consolidated Adjudications Facility (CAF), Division 4, Branch 13, Team 41C. This position is also leading a team that specializes in processing evaluations for contractor personnel.

Responsibilities

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:
  • Plans, organize, and directs the activities of a DoD CAF Team, ensuring final agency determinations concerning personnel security clearances comply with legal and regulatory requirements and meet customer needs.
  • Develops goals and objectives integrating organization and Team objectives.
  • Research, interprets, analyzes, and applies various guidelines, policies, regulations, etc
  • Plans and schedules work in promoting a manner promoting smooth now and even distribution.
  • Coordinates plans and schedules with other organization managers and customers as appropriate.
  • Identifies need for changes in priorities and takes action to implement such changes.
  • Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration or skills, qualifications, and mission requirements.
  • Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
  • Recognizes and takes action to correct situations posing a threat to the health or safety or subordinates.
  • Responsible for reviewing and recommending approval or disapproval of employee requests for training.
  • Ensures employees are notified of and nominated for the various training opportunities.
  • Ensures developmental employees are receiving scheduled on-line and classroom training and, are provided additional resources if necessary in preparation for the Adjudicator Professional Certification exam in which employees must pass as a condition of employment.
  • Provides guidance and on-the-job training/feedback to developmental and journeyman level Personnel Security.

  • DoD Personnel Security Adjudicator Professional Certification will be maintained by completing 100 Professional Developmental Units (PDUs) every two years following initial certification.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Established supervisory/leadership experience; Experience leading and coordinating special projects, teams, tasks and initiatives; Extensive knowledge and experience processing Industry Psychology evaluations; Analyze evaluation reports for compliance and determine risk to national security; Ability to access/revise policies/procedures to improve quality, timeliness, efficiency of work.

Evaluates internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior security officials and makes appropriate notifications.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
