Summary

This position is located in the U.S. Office of Government Ethics (OGE); Program Counsel Division; Legal, External Affairs and Performance (LEAP) Branch, and supports Integrity , OGE's web-based electronic filing system for public financial disclosure filers in the executive branch. The OGE's mission is to provide overall leadership and oversight of the executive branch ethics program to prevent conflicts of interest.

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Perform analysis and evaluation of Integrity as it relates to financial disclosure program objectives, policies, and priorities. Supports system operations and maintenance, and provides Help Desk support and services. Forecast development planning, and system resourcing, testing, and deployment, as well as development and maintenance of user resources and references. Assists system security planning and documentation requirements for Integrity .
- Serve as a recognized authority with respect to use of Integrity . Analyzes and evaluates the effectiveness of the system in meeting established goals and objectives. Maintain a system to track and monitor the operation of the system for recommended improvements.
- Support the Integrity Security Officer, Owner, and Manager in maintaining the security of the System to minimize the risk of data theft.
- Provide guidance and Help Desk support to customers in response to customer reported incidents.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
- Performing a wide range of activities related to the advising on and reviewing financial disclosure reports; AND
- Experience using an electronic financial disclosure filing system, such as OGEs Integrity system, or a comparable filing system; AND
- Conducting data research and analysis of policies, regulations and inquiries; AND
- Developing methodologies to generate analysis and create reports utilized by management to monitor program performance.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
- Performing a wide range of activities related to the advising on and reviewing financial disclosure reports; AND
- Experience using an electronic financial disclosure filing system, such as OGEs Integrity system, or a comparable filing system.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current federal employees serving on a nontemporary competitive appointment must have served at least 3 months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
- The Hatch Act Reform Amendments of 1993 prohibits requesting, transmitting, accepting, or considering political recommendations for employment or other personnel actions for non-political positions.
