This position manages the administrative activities of the Depleted Uranium (DU) Program and the Toxic Embedded Fragment Surveillance Center (TEFSC), and assuring the activities of the DU/TEFSC staff are conducted in compliance with the policies and guidelines of the DU/TEFSC, the VA Maryland Healthcare System (VAMHCS), and the Department of Veterans Affairs.

Responsibilities

Program Oversight:
The incumbent is responsible for the execution and implementation of the administrative functions of the DU/TEFSC and accountable for the adequacy of these functions. The incumbent serves as the liaison and focal point of all requests to and from the DU/TEFSC and is responsible for resolution of all problems. The DU/TEFSC provides urine uranium testing and analysis for veterans and VA and DoD clinicians, along with clinical surveillance to veterans most affected by DU exposure.

Conducts space utilization, manpower utilization and position management surveys to prepare short
and long-range plans for the DU/TEFSC. Develops both long and short-range policies and plans for the
programs that frequently impacts the function and effects of the programs on a national level. The
surveys, policies and plans may include analysis of work environments, writing scopes of work, writing
staffing and workforce level recommendations, meeting contractual negotiations and obligations,
construction and renovation determinations, space utilization management, budget and fiscal
management, and supply service and equipment procurement. These processes involve regular
assessment of DU/TEFSC needs, monitoring of the status and effect of current procedures, identifying
problem areas, defining the goals to be met, envisioning alternative policies, recommending a course of
action to the Medical Director or VA Central Office (VACO) or other upper level personnel, and implementing the alternative chosen. These policies, plans and surveys affect the overall operation of the programs, the internal operations of the programs, the local VA facility, and has farther reaching effect on all VA and DoD facilities and veterans nationwide in the way that patients are recruited, accepted, monitored and processed in the programs and also the overall operation of the programs.

The incumbent develops, interprets, applies and integrates objective criteria and acceptable standards
for use in quality assurance monitoring activities. Ensures quality assurance issues pertaining to the
program are documented and appropriate follow-up action occurs regarding any problem or
recommendation found or made as a result of the program's quality assurance activities.

Receives and responds to special requests or special assignments from the Medical Director, VACO and DoD and other national and international agencies. These requests can include statistical reports on finance or program activities, staffing reports, analysis and recommendations for program changes, or contracting recommendations. These special assignments involve identification and collection of data and information from databases and other records applicable to the special request, determining the format of the response, and reporting same in writing and/or verbally to satisfy the requirement.

Fiscal Management:

The incumbent has full responsibility for the process of budget planning, execution and analysis for the
DU/TEFSC budget. The incumbent will be responsible for working with Fiscal and A&MM Services to
develop and execute all contracts or agreements (i.e. VA/UMAB Agreements, laboratory testing services
from the Joint Pathology Center; Memorandum of Understanding (MOU) with the VAMHCS and DoD).
Incumbent will be responsible for revising the cost analyses required as stated in the contracts and
agreements.

Personnel Management:
The incumbent is responsible for all personnel and staffing activities of the DU/TEFSC. This includes
monitoring staffing levels, determining staffing needs, utilizing hiring authority in the recruiting process,
writing position descriptions and performance standards, counseling employees, and evaluating
performance. Incumbent represents management at labor management meetings, resolves conflicts
that may arise; coordinates and participates in disciplinary actions; and responds to appeals and
grievances. Incumbent monitors and approves time and attendance for VA and contracted personnel
and will sign for overtime compensation when necessary.
The incumbent is responsible for the supervision of DU/TEFSC in-service training. Identifies areas where
training would be beneficial, develops plans for training, and makes recommendations for training to the
Medical Director.

Staff Supervision:
The incumbent supervises the activity of all DU/TEFSC contracted and VA employees in all levels of
responsibility, which includes performance evaluation, licensing and credentialing requirements, security ID requirements, and other certifications and human resource requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Reviewing and applying pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Identifying major issues, program goals and objectives, work processes, and administrative operations of the organization; experience in personnel management to include skill in dealing with people and the ability to provide supervision..
