Summary

The Congressional Research Service (CRS), Knowledge Services Group (KSG) seeks a Senior Collections Management Librarian to join its Acquisition and Collections Section. The selectee will develop and manage projects related to digital and print collections; oversee collections maintenance, staffing of the CRS Library and circulation of library materials; and compile reports on collections status and usage.

Responsibilities

Project Management

Plans, organizes, and/or coordinates development and implementation of projects related to the development and management of print and digital collections. Directs and shapes the character and overall nature of projects. Oversees project from conception through development, production, introduction to the intended users, and implementation. Participates in planning the work of the project team, including formulating goals and objectives and identifying opportunities for improvements in methods and procedures.

Provides expert advice to project team members and ensures involvement of stakeholders. Develops criteria, standards, and expected outcomes for projects. Keeps tasks on schedule, monitors project performance, identifies and resolves problems that impede progress and presents progress reports to stakeholders. Evaluates project effectiveness, and documents and shares best practices with stakeholders.

Collections Management

Ensures that materials in the collection meet user requirements. Identifies gaps in collections and collaborates with CRS research divisions, electronic resources coordinators, and acquisitions/collection development librarians in CRS and LC to identify materials or actions to fill collection gaps. Oversees the proper handling and care of materials, identifies and oversees the preparation of materials for binding, and ensures that obsolete materials are weeded regularly. The incumbent monitors the condition of collection materials to ensure adherence to established preservation standards for print and digital collections to facilitate their long-term access. Prepares reports on metrics related to the state of CRS research collections, usage of print and digital collections, and usage of Library space.

Library Services

Is responsible for staffing the CRS Library, and coordinates scheduling with other KSG section heads, as necessary. Oversees the self-service system and circulation desk and manages circulation of e-books via Overdrive and/or similar platforms. Independently resolves the full range of collections maintenance and materials circulation issues that arise in the CRS Library. Assists CRS staff as necessary to locate materials (print and digital) and ensures physical materials are properly arranged and shelved in order to facilitate browsing and retrieval. Works with catalogers as necessary to ensure the CRS Catalog reflects the inventory of materials housed in the CRS Library.

Consultation and Liaison Services

Serves as a liaison within and between CRS divisions/offices and other Library of Congress units/offices. Consults with other information professionals regarding the management of print and digital collections. Identifies, develops, communicates, and implements best practices in the management and circulation of research materials. Engages with members of the CRS Research Materials Committee to ensure that CRS collections are kept up to date and meet the needs of research divisions and offices. May represent CRS on various collections-related working groups and committees in LC such as the Collections Security Working Group, and the surplus book program.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.

The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.

This is a non-supervisory, bargaining unit position.

The tour of duty for this position is full-time.

The selectee will work a 40-hour week.

The incumbent of this position is eligible to work a flexitime and/or compflex work schedule.
