This position is located in the Technology Solutions Office in the Department of Technology Services. The incumbent participates in the development and implementation of enterprise architecture standards and assuring compliance with technical standards for development for the Judiciary's national systems.

Responsibilities

Working independently in the Enterprise Architecture (EA) program, the incumbent is responsible for developing the judiciary's enterprise application development architecture. Supervising a team of contractors, the incumbent manages a multi-million-dollar portfolio of research initiatives and operational pilots (e.g., a national API gateway) to develop services and enterprise solutions that align with the Judiciary's strategic direction, business objectives, and IT practices. The incumbent is the national authority for enterprise-wide reference architectures and guidance to national program offices supporting the Judiciary's mission. The incumbent determines the direction, policy, guidance, and compliance of the Judiciary's enterprise application architecture in coordination with other EA principles, policies, concepts, and practices.

Duties may include, but are not limited to:
  • Leading a new segment of IT enterprise architecture with responsibility for stand-up and effective integration of legacy software and hardware solutions and identifying new technologies for enterprise-level business solutions;
  • Leading and overseeing major IT efforts with high-dollar value IT enterprise application initiatives. This includes leading assessments on emerging technologies for applicability to existing and future Judiciary systems;
  • Leading research initiatives and operational pilots to identify opportunities to create or enhance enterprise level capabilities to support Judiciary business processes;
  • Leading development and publication of comprehensive architectures, reference models, and standards to guide national development efforts and ensuring alignment of the IT architecture and planning with the Judiciary business goals;
  • Developing an architectural strategy and providing subject matter expert guidance in DevOps, continuous integration, containerization, and middleware technologies;
  • Monitoring and providing input into state-of-the-art IT developments and applications while staying abreast of key market indicators; and leading or overseeing the implementation of new business strategies (e.g., Gateway, cloud ready, and other enterprise application frameworks);
  • Modifying and developing IT plans and policies in response to new legislation, regulations, directives, and other guidance affecting the program;
  • Providing oversight and management of the layout of technical standards for inter-related agency program offices and court developers with responsibility for evaluating the impact of policy and development of new guidance to ensure impacts are addressed and IT technical standards, plans, and policies are in compliance with local and national application development standards. This includes working with all levels of management and staff and court and external customers in local and national program offices to determine gaps between the current and target application architecture. Developing plans for transition to target architecture;
  • Developing judiciary-wide strategic initiatives and working with diverse stakeholder groups to ensure proper implementation of technical standards and best practices; and
  • Preparing and providing input into reports and other high-level IT documents delineating implications, impediments, making recommendations, and presenting solutions to eliminate redundancy and support management strategies.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:
  • Using agile development methodologies as part of a software development lifecycle;
  • Developing IT architecture and standards, IT governance, and systems engineering;
  • Working with other teams to incorporate IT architecture and standards in organizations where none may exist; and
  • Coordinating and managing teams across multiple geographic areas.
  • Desired but not required experience:
    • Expertise in architecting and implementing continuous delivery software pipelines.
    • Demonstrated ability to implement Service Oriented Architecture patterns and guide API design.
    • Strong knowledge of Gateway and Proxy concepts.
