  • Supports recurring (i.e., annual/quarterly/monthly), and ad hoc post-award monitoring initiatives for NSF's grant and cooperative agreement program. Recurring efforts include, but are not limited to, grant expenditure testing and accrual validation, monitoring of cancelling appropriations and unliquidated obligations, remittance and refund analysis, Grants Oversight and New Efficiency Act (GONE Act) and program income reporting.
  • Supports monitoring and internal / external reporting surrounding contract, travel, and other commercial payments. Specific efforts include travel card delinquency and misuse monitoring, anomalous transactions, accelerated payment (prompt pay / quick pay) reporting, and analysis of commercial payment trends.
  • Supports recurring and ad hoc initiatives related to compliance with the Payment Integrity Information Act of 2019 (PIIA), OMB A-123 Appendix C, Requirements for Payment Integrity Improvement and subsequent government-wide payment integrity mandates and requirements.
  • Executes quantitative analyses of payment and operational data to meet annual financial statement audit and OMB A-123 program compliance needs.
  • Supports the compilation, review, and publishing of Provided-by-Client (PBC) items to the Financial Statement Audit SharePoint. Coordinates with Payments, Operations, and Communications staff to provide additional input into PBC items and walkthroughs.
  • Performs data analysis on financial and operational data for PAB portfolio functions, such as payments, remittances, financial close-out. Supports the design and development lifecycle for new financial reports, analyses, or dashboards by defining essential requirements and developing/testing data products to support PAB compliance, operational, and audit support functions.
  • Supports the Branch in the development of automations using UiPath or other Robotic Process Automation platforms. Develops code for automations and supporting documentation required for NSF's RPA deployment process, such as Technical Design Document, Process Design Documents, Standard Operating Procedures, and Deployment Risk Assessments.
  • Serves as the expert and technical advisor for Invoice Processing Platform (IPP), to include running and analyzing all daily assurance reports, serving as the Agency POC with the Department of Treasury, serving as the first line of contact for outside vendor inquiries, creating and maintaining all NSF staff training, maintaining system configurations, and coordinating all system enhancement testing.
  • Manages NSF/GSA Travel Card Program to include acting as the single point of contact with the Agency's credit card vendor; create and maintain, with Academy Learn, the travel card training system; process travel card applications within GSA guidelines; issue and maintain all NSF travel cards; assist card holders with card limits, erroneous transactions, online bill paying and fraud; and perform monthly analysis on delinquencies and misuse.

To qualify at the GS-13, you need to have one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples include: independently conducting tasks analyzing program operations for impact upon the accounting/financial management system; analyzing program trends/anomalies in accounting system transactions; analyzing specific problem areas arising within the accounting system or program operations and devising solutions; and evaluating the current status of accounting or reporting systems.


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
