Responsibilities

  • You will ensure cybersecurity policy is followed, to include vulnerability identification, reporting, mitigation, management and remediation for all systems and networks.
  • You will serve as a technical expert to evaluate the compliance status of the organization's information technology systems and networks.
  • You will coordinate a region wide information security program.
  • You will draft policies and procedures to ensure information systems reliability and accessibility to prevent and defend against unauthorized access to systems, networks, and data.
  • You will audit and assess systems compliance to determine the level of risk associated with the system, network, or application requests.
  • You will operate, maintain and perform analysis of results from a host based security suite, vulnerability scanner and related security assessment tools and applications.
  • You will communicate effectively, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions orally and in writing with all levels of management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver?s license.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluate state-of- the art products, perform studies, and develop future plans for application of information technology.; 2) Develop plans and schedules, estimate resource requirements, monitor activities, and direct efforts of team members to accomplish assigned functions and special projects.; 3) Develop plans, procedures, and standards to satisfy security requirements of information technology.; 4) Provide expert technical advice and guidance to management in implementing IT security policies and procedures in the development and operation of network systems.; 5) Plan and coordinate the delivery of an IT security awareness training program for end users at all levels.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

This announcement uses the OPM DHA for IT Management (Information Security) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

A forty hour work week is typical of this position.

The employee may be recalled to duty.

The position is located at on one the 18 geographic fence lines within NDW. While the work for NDW IT is geographically dispersed, travel to meetings within the region on a frequent (1-2 days per week) basis is required.

PHYSICAL DEMANDS
Work is mostly sedentary with frequent visits to other offices within the command. Some visits to other commands and ships may require outside walking, climbing stairs, gangplanks and ladders. No other special physical qualifications are required other than
those that are essential to the job, i.e., usable vision, hearing and speech.

WORK ENVIRONMENT
Work is performed in a typical office setting and does not require special safety precautions; however, visits to other commands may require observance of posted safety procedures. Work involves moderate travel by commercial or military carrier, or by
commercial, government or privately owned vehicle.

This position is at the full performance level.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (72) and as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M 5239.2, which includes:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix(described in SECNAV M 5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan (IDP) signed by both the employee and supervisor.
72 Information Systems Security Operations (Information Systems Security Officer [ISSO]) Oversees the information assurance (IA) program of an information system in or outside the network environment; may include procurement duties.

Cybersecurity Data Element Code is 50.
