Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Threat Mitigation and Analysis Division (TMAD) in Washington, DC.

You be will be serving as the Director of the Threat Mitigation and Analysis Division. This position starts at a salary of $144,128.00 (GS-15, Step 1) to $172,500.00 (GS-15, Step 10) with promotion potential to $172,500.00 (GS-15 Step 10).

You be will be serving as the Director of the Threat Mitigation and Analysis Division, where you will manage a team of multidisciplinary analysts whose function is to identify internal and external threats to CBP including corruption and targeting by transnational criminal organizations and foreign adversaries.
  • Exercises broad executive level management authority in directing, managing and overseeing the day to day operational workforce in the Threat Mitigation and Analysis Division;
  • Conducts extensive evaluations of program goals and objectives and directs adjustments to assure each complies with rapidly changing and expanding agency missions specific to investigative analytics; and coordinates, creates and implements policies and program changes both internal and external to CBP;
  • Develops actionable recommendations that assist CBP managers in addressing identified programmatic issues, improving operational effectiveness or efficiency, strengthening existing internal controls and/or overcoming impediments to the achievement of CBP objectives and goals for investigative analysis;
  • Monitors the progress of programs, and assures that all are conducted pursuant to national policies, procedures and laws; provide team members with direction, technical guidance and instruction to successfully complete audit, compliance and inspection objectives timely, efficiently and effectively; and
  • Reviews all programs for effectiveness and ensures that trends are identified and presented in concert with the urgency dictated by the condition. Determines programs that require closer review and evaluation and provides OPR perspective on all CBP operational programs.

Supervisory Probationary Period: The Civil Service Reform Act requires first time supervisors and/or managers to serve an 18 month probationary period. You may also be required to complete an appropriate supervisory training course within 90 days of assignment to this position. Most training occurs in Harpers Ferry, West Virginia and requires overnight extended stay.

GS-15: All newly appointed, GS-15s are required to complete the mandatory CBP Leadership Institute (CBP LI) course. The Office of Training and Development will schedule eligible managers to attend CBP LI within the first 90 days of appointment. All newly appointed, permanent GS-15s shall attain the knowledge, skills, and abilities necessary to successfully perform their responsibilities by completing required leadership training in accordance with CBP Directive 51410-026, Required Leadership Training for New CBP Senior Managers (dated 02/11/2014), and CBP Directive 51410-024, Required Continuous Leader Development for CBP Supervisors (dated 11/17/2013).NOTE: This training may be waived if previously completed.

Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. The agency will schedule, provide and pay for the drug test. Once on board, you will be subject to random drug testing.

Security Clearance: You are required to obtain and maintain a Top Secret security clearance.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Monitoring the progress of programs and assures that all investigations, inspections and evaluations are conducted pursuant to national policies, procedures and administrative laws;
  • Reviewing organizational structure and functional responsibility and making decisions regarding staffing adjustments and delegated levels of authority;
  • Providing oversight and direction to agency personnel on complex and controversy matters relating to investigations on alleged employee misconduct; and
  • Reviewing and providing recommendations to upper management officials on new or proposed policy and administrative laws on investigative operations and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/03/2021.
