EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be an Economist. Typical assignments include:
  • Providing technical advice that the staff can rely on to make decisions concerning official Government action intended to affect important aspects of the economy of the nation
  • Performing a variety of assignments related to the review, award and administration of grants.
  • Assessing short, mid and long-term costs and benefits of program decisions including societal benefits.
  • Creating performance and measurement criteria to gauge effectiveness of grants, effectiveness of different types of projects and other analytical tools.
  • Working closely with other parts of the Mitigation directorate and FEMA's other grant programs to analyze and synthesize data from prior awards and Losses Avoided Studies.
  • Data-gathering studies designed and integrated to provide an assessment of the economic impact of proposed legislation.
  • Producing thorough research and present significance findings of program decisions.
  • Identifying, defining and selecting specific problems for study and for determining the most fruitful investigations to undertake.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the GS-14 level (starting salary $122,530) if you possess the following:One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
  • Creating recommendation for policies through assessments; and
  • Identifying and analyzing economic quantification of risks and risk avoidance; and
  • Applying regulatory guidance and requirement.


Individual Occupational Requirements

Basic Requirements

  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR
  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.


  • Evaluation of Experience

    Examples of qualifying experience include:
  • individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

  • Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
  • economic statistics;
  • industrial surveys;
  • management of individual business enterprises, including farms;
  • industrial planning;
  • writing or editorial work in economic subjects; and
  • financial market analysis


  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
