This position is located in EPA, Office of Inspector General, Office of Investigations.

Responsibilities

This position is designated as a "Secondary Position" covered under Civil Service Retirement System (CSRS) 5 USC 8336 (a) or Federal Employees Retirement System (FERS) special retirement provision (5 USC 8412 (d)). The incumbent serves in a supervisory position for which experience in the law enforcement field is a mandatory prerequisite.

Persons serving in this position are covered for purposes of law enforcement retirement by 5 USC 8336 (c).

The ideal candidate will perform the following duties:

  • Supervise a criminal investigative organization responsible for broad, emerging, large-scale and/or multi-jurisdictional specialized investigations who are either co-located are in geographically dispersed offices;
  • Knowledge of criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of criminal investigations sufficient to develop protocols and prepare technical and strategic reports
  • Analyzes complaints and requests for investigations in order to prioritize initiatives and scope of assignments based on factors such as jurisdiction, mission impact, and resources.
  • Perform special investigative projects;
  • Work closely with other personnel within the OIG, EPA, law enforcement organizations, and professional business community in investigating and resolving allegations of criminal, civil, and administrative misconduct.

Criminal Investigators - Special Provisions

Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.

Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.

Law Enforcement Training: You must have successfully completed and passed Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent and recognized federal law
enforcement training program.

You must carry and regularly qualify with an agency issued firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic
violence from being appointed to this position. You must not have been convicted of a felony crime.

Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.

You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle.

You will be required to obtain and maintain a top-secret security clearance. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-15: (1) Planning, organizing, and directing investigations (specifically in the areas of financial fraud (i.e., contract or grant fraud), employee misconduct, etc); and (2) Using required knowledge of criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of investigations.
