Responsibilities

If selected for this position you will join an Executive Office for United States Attorneys (EOUSA) Human Resources Team and will serve as a senior Human Resources (HR) Specialist responsible for providing guidance related to Senior Executive Service (SES) HR activities performed by United States Attorney's Offices (USAOs) across the community and for providing assessment, technical advisory services and management assistance to improve HR program functions. You will also provide a variety of substantive HR support to EOUSA staffs and offices. Typical work assignments will include:
  • Serve as bureau level senior advisor and team member providing guidance regarding SES HR issues and activities and act as a subject matter expert on complex SES issues, requests and questions.
  • Provide expert HR management advisory and technical services on complex SES matters.
  • Respond to SES issues involving projects or problems that require guidance, collaboration, advice and/or policy interpretation.
  • Use and interpret a wide range of civilian HR practices, laws, regulations, policies, and precedents in performance of duties.
  • Perform complex position analysis to determine position requirements and area of consideration, and utilize most efficient techniques to fill vacancies, and meet personnel goals of organizations serviced.
  • Work closely with supervisors, technical rater(s) and/or independently apply evaluation plans to evaluate candidates.
  • Provide advice and assistance in situations requiring extensive analysis in which the nature and scope of the staffing issues are complex, requiring careful study in search of innovative solutions to problems in consideration of the total personnel management needs of the district.

Qualifications

GS-13: To be qualified at the GS-13 level, applicants must have at least one full year of specialized experience equivalent to the GS-12 in federal service applying Federal Civilian Human Resource laws and regulations including Delegated Examining and Merit promotion; building vacancy announcements including advising on specialized experience requirements and other qualifications; evaluating candidates for qualifications and eligibilities and issuing selection certificates; determining complex pay setting for new hires; utilizing a variety of recruitment programs such Schedule A, Veteran Authorities, etc.; and advising management on Federal staffing issues.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
