Responsibilities

This position is located in the Department of Homeland Security (DHS), Office of Biometric and Identity Management, Arlington, Virginia. The primary purpose of this position is to provide enduring identity services to the Department of Homeland Security and its mission partners that advance informed decision making by producing accurate, and high assurance biometric and biographic identity information and analysis. Act as a Subject Matter Expert (SME) in the areas of network infrastructure engineering, architecture, and operations support on a technical team planning and delivering system upgrades and enhancements improving agency's mission systems availability, performance, and ability to meet mission-critical needs of the US federal agencies in their performance of national security and/or counter-terrorism related missions.

Duties performed:
  • Ensure all information provided is consistent with the protection of sources and methods, as well as the applicable legal standards relating to privacy and civil liberties.
  • Support operations and maintenance services and capabilities through improvements to capacity management, predictive, and proactive monitoring, and enhancing OBIM's common operating environment.
  • Provide IT support for mission services ensuring user needs are met timely and reliably.
  • Deliver capabilities meeting mission needs, on time and on budget.
  • Responsible for information security support and compliance for OBIM's systems and personnel.

Qualifications

In order to qualify for this position at the GS-14 level you must meet the four IT Competencies AND Specialized Experience below:

IT Competencies:
1) Attention to Detail- Ensuring programs and systems are compliant with plans, policies, and standards;
2) Customer Service- Working with team members; supporting all aspects of the team functional areas & work assignments;
3) Oral Communication- Articulating and communicating assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; and
4) Problem Solving - Identifying issues and finding solutions based on operational and program requirement changes.

GS-14: Specialized Experience:

Have at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following:
1) Ensuring compliance with systems and network infrastructure across IT programs and adjusting program guidelines in response to changing technologies;
2) Mitigating IT vulnerabilities reported by vulnerability scanners through extension of system and application patching strategies;
3) Utilizing system architecture and network infrastructure in validating technical proposals; and
4) Maintaining, enhancing, and assuring the security of enterprise systems and resources.
