Summary

This position is located in the Safety and Technical Training Service Unit, Safety Directorate, Runway Safety Group. This Group is the focal point for the FAA's runway safety initiatives in Airports, Aviation Safety and Air Traffic to reduce the risk of runway collisions and excursions.

Responsibilities

Apply detailed technical knowledge of National Airspace System (NAS) technical systems, operations and procedures and/or other types of air navigation services to serve as the primary point of contact for developing policies and monitoring trends to improve runway safety by decreasing the number and severity of runway incursions and other surface incidents. He/she leads, directs and guides a multi-level organization consisting of four subordinate team managers and a staff of geographically dispersed highly technical NAS experts responsible for evaluating and recommending solutions and mitigation strategies to address the most complex runway incursions, excursions and other surface incidents. This work is a critical area of safety oversight and directly impact the safe and efficient operation of the National Airspace System (NAS).

Apply a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. He/she applies experience and detailed knowledge of management and human resource policies and principles to exercise the full range of supervisory responsibilities including assignment of work, selections, promotions, disciplinary actions, performance evaluations and training. He/she has the formal authority to assign work, evaluate and monitor performance, approve leave and to initiate corrective and/or disciplinary action. He/she uses coaching skills to train staff and to improve workplace and to engage in conflict resolution. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.

Apply extensive knowledge of the National Runway Safety Program/Plan (NSRP) to oversee the development, evaluation and deployment of new technology and systems designed to automatically alert pilots, air traffic controllers and individuals driving or working in the vicinity of taxiways and runways to potentially significant incidents and incursions. He/she coordinates, maintains and executes the NRSP by using knowledge of and experience with runway safety systems and technologies, such as Runway Status Lights (RWSL), the Enhanced Final Approach Runway Occupancy Signal (eFAROS), and other similar systems. Using experience participating on Runway Safety Action Teams, he/she collaborates with other organizations to plan and organize runway safety programs and initiatives that effectively convey the runway safety message to the entire aviation community. Analyzes runway incursions in order to target risk mitigation activities.

Use experience applying program/project management principles to lead and integrate the budget planning processes for large, complex projects and programs. He/she uses a detailed knowledge of resource management to manage, define, acquire, and allocate budget, staff, and other resources to accomplish objectives. Considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA and may participate in developing solutions to FAA-wide problems. Participates in strategic planning for the Directorate, and makes program and budget commitments for the Runway Safety Group.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FV-J or FG/GS-14) in the Federal government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

SPECIALIZED EXPERIENCE is defined as:
  • Experience with runway safety systems and technologies, such as Runway Status Lights (RWSL), the Enhanced Final Approach Runway Occupancy Signal (eFAROS), and other similar systems to coordinate, maintain and execute the National Runway Safety Program.
  • Experience participating on Runway Safety Action Teams to collaborate with other organizations to plan and organize runway safety programs and initiatives.
