Responsibilities

As a contributing specialist on large work activities, the incumbent applies experience to key technical processes and tools such as configuration management, technical performance measures tools and technical design tools to facilitate the development of program acquisition approach, define program scope and coordinate an integrated Master Plan. The incumbent uses systems design and integration to clarify alternative concepts that efficiently meet mission capability gaps. Using advanced engineering knowledge of the development and management of requirements so that they align with system functionality are traceable, the employee conducts studies, analyses, and calculations to solve system planning, design, and operational problems to review, evaluate, and advise on the effectiveness, technical adequacy, and suitability of work and proposals. Using advanced knowledge of Acquisition Management System policies and processes, the incumbent formulates an acquisition and procurement strategy, defines system requirements, conducts alternatives analyses, and develops program business cases that incorporates risk mitigation strategy.

The incumbent applies experience using automated tracking systems such as Oracle and Delphi to apply and track the program for financial planning, programing, budget development and execution. The incumbent correlates the relationship between the Acquisition Strategy and the Acquisition Plan and recommends innovative business case alternatives. Utilizes advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. The employee supports efforts to structure an effective implementation, requirements development and management plan that traces engineering and technical specification back to the user's system requirements. Incumbent plans, monitors, and conducts projects, studies, and initiatives. The incumbent analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions.

Contacts are internal and external to the PMO. The incumbent may act as a key technical point of contact for specific projects. Incumbent contributes to the preparation of management/technical reports or contractual documents. The incumbent communicates the overall results of a product or work activity to senior management. The incumbent constructs and presents for evaluation a viable business case based on sound cost-benefit analysis and containing qualitative and quantitative decision criteria. He/she mentors and provide guidance to junior engineers and program staff.

Although the employee uses considerable discretion when selecting approaches, established policies and procedures are available for most assignments. Develops solutions to issues by interpreting and extrapolating from past situations and emerging engineering trends. The incumbent resolves, all but unique, technical problems and work issues without the intervention of a more experienced professional or manager. Incumbent identifies and informs management of problems that require their attention. Develops and recommends techniques to address problems and issues. The Team Manager periodically reviews work at major milestones and at completion for technical compliance and alignments with the requirements of projects and/or other work activities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience using design software, instruments or tools to review project designs and to recommend improvements to the design or operation of equipment and systems; AND

Experience using automated tools to analyze system requirements, integrated master schedules, and implementation plans to develop alternatives for presentation to senior officials.

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

7. The salary listed above does not include locality. Locality will be determined based on the duty location of the selectee. $85,209 - $132,062: includes 26.04% locality pay for the Atlantic City. $85,211-$136,714 includes 30.48% locality for Washington, DC.
