Summary

The purpose of this position is to serve as Senior Project Manager in the OFR. The incumbent provides leadership and performs critical work on various OFR mission-related initiatives associated with policies, performance and planning.

Responsibilities

As a Senior Project Manager, you will:
- Manage large organizational projects and resources in financial and financial related businesses, demonstrating experience and a keen interest in financial markets. This includes understanding technology, market data, business process and flow and system testing and QA best practices. Utilize project management software tools (i.e., MS Project) to ensure projects are kept on schedule and within budget.
- Identify new and creative approaches for managing projects and measuring organizational effectiveness and performance.
- Lead and prepare strategic planning efforts and documentation on behalf of the OFR.
- Provide organizational best practices and support in the development and maintenance of policies, procedures, and other governance documents.
- Develop more specific methods or guidelines required to complete project management duties or for the improvement of operations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the Band 60 (GS-14 equivalent): An applicant must have one year of specialized experience equivalent to at least the OR- 53 (GS-13 equivalent) in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations.

Specialized experience for this position includes:

-Experience in a leadership role of cross-functional projects throughout the complete life cycle using project management methodologies such as PMBOK, lean six sigma or Agile; AND

-Experience contributing to the development of strategic and operational plans to address gaps between expected and actual current performance. Examples could include proactively anticipating and responding to issues such as legislative, operational volume, or workforce trends that could potentially impact future performance.

-Building and maintaining multi-level collaborative partnerships. Examples could include relationships with internal and external organizations to ensure the cooperation for competing needs or deadlines.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the Band 60 (GS-14 equivalent), you must have been at the OR- 53 (GS-13 equivalent) level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
