Responsibilities

The Africa Bureau's (AFR) goal is to partner with Africans to reduce poverty and improve the quality of life throughout the sub-Saharan African region. In doing so, the Bureau draws on the American values of democracy and social and economic freedom. The Africa Bureau Office of Development Planning (AFR/DP) advises and assists the Assistant Administrator, the Deputy Assistant Administrators, geographic and technical office directors, and field missions on all aspects of USAID policy, planning and programming in Africa. It provides leadership in defining the overall policy and program framework for 23 bilateral missions, five Offices of the USAID Representative, two Senior Development Advisors (AU and Djibouti), and three regional platforms plus two regional programs (Sahel Regional and Central Africa Regional), assures effective use of the USAID managed portion of over $7.1 billion annually in total USG budgetary resources, and assesses and monitors Bureau portfolio performance.

As a Supervisory Program Analyst, your duties will include the following:
  • Plans and directs the overall operations of the Division which encompasses the programming and budgeting for all program assistance accounts managed by the Africa Bureau.
  • Supervises a staff of professional and technical positions. Assigns functions to positions, evaluates performance, and arranges for formal or informal training of subordinate staff members.
  • Participates, with other divisions, in the formulation of overall policy and recommendations for priorities and development assistance.
  • Provides input on budget and program priorities for Bureau testimony before Congress on African Program requests.
  • Manages the Bureaus de-obligation/re-obligation functions to ensure that resources are used or redirected in a timely manner.
  • Develops Bureau procedures to carry out Agency programming and budget policies that ensure the most efficient use of scarce development resources.
  • Represents the Bureau on ad hoc committees, working groups, etc., relating to program analysis and budget operations, including updating budgeting procedures and systems through the Foreign Assistance Control and Tracking System (FACTS) Info budget system (and its successor systems) and modifications to Congressional documents.
  • Directs the Division's responsibilities for monitoring budget operations for all programs, including performance, pipeline, and mortgage information, to establish funding allocations.

You must meet the Time-in-Grade requirements by the closing date of this announcement. To meet these requirements, you must have served at least 52 weeks at the next lower grade level (or equivalent) of the position advertised in this vacancy announcement.

Qualifications

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) planning and directing the overall operations of a unit which encompasses the programming and budgeting for all program assistance accounts managed by the unit; (b) supervising a staff of professional and technical positions; (c) participating in the formulation of overall policy and strategy recommendations for U.S. development assistance; (d) developing procedures to carry out Agency programming and budget policies that ensure the most efficient use of development resources; and (e) participating in the review of country programs, primarily through analysis of operating unit submissions, including strategic plans, Congressional Notifications, Mission Resource Requests (MRRs) and other program narrative input.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
