Primary Purpose is to serve as a Supervisory, Program Analyst at Headquarters Space Force Space Operations (HQ USSF/COOZ) with responsibility for formulating goals, plans, and policies for Space Operations, Space Command and Control (C2), Space Superiority as well as multiple Special Technical Operations (STO) and Special Access Programs (SAPs) supporting the USSF mission. Responsibilities

  • Plans, organizes, and directs the activities of SF/COOZ ensuring that Space Functional Area Management complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents COO and COOZ with a variety of installation and functional area organizations.
  • Contributes executive leadership and expertise to the Director of Operations (SF/COO) relating to all operations issues and responsibilities of the Deputy Chief of Staff for Operations (SF/COO).
  • Evaluates requirements for additional resources submitted by subordinate field commands, and balances USSF needs with overall mission requirements and resource interests.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series, 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes 1) Developing goals and objectives that integrate organizational and combat forces' Space capabilities objectives. 2) Developing Space Force policies and procedures for specific operations programs; formulating policies and guidance to support highly sensitive and critical operations and other classified activities. 3) Initiating action to correct performance or conduct problems of employees directly supervised and reviewing and/or approving serious disciplinary actions (i.e., suspensions, removals) involving non-supervisory subordinates. 4) Explaining performance expectations to subordinate supervisors and employees directly supervised and providing feedback on strengths and weaknesses. 5) Evaluating reports by analyzing facts and performing appropriate research and prepares detailed responses. 6) Establishing metrics and analysis systems to ensure actions are timely and reviewed at critical points. Expert knowledge or experience as a Space operations professional to include: Precision, Navigation and Timing (PNT), Military Satellite Communications (MILSATCOM), Missile Warning & Integrated Threat Warning Attack and Assessment (MW/ITWAA), Space Situational Awareness (SSA), Space C2, Space Control, Space Launch, AF Satellite Control Network (AFSCN), and Remote Sensing missions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge or experience as a Space operations professional to include: Precision, Navigation and Timing (PNT), Military Satellite Communications (MILSATCOM), Missile Warning & Integrated Threat Warning Attack and Assessment (MW/ITWAA), Space Situational Awareness (SSA), Space C2, Space Control, Space Launch, AF Satellite Control Network (AFSCN), and Remote Sensing missions.

2. Expert knowledge of safety and security regulations, practices, and procedures. Expert knowledge of and experience with Special Technical Operations or Space Special Access Program management with responsibilities to include planning, execution, reporting, training, and program security.

3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

4. Ability negotiate complex issues, accurately, consistently, and effectively articulate and negotiate complex and controversial matters both orally and in writing at the SES and General Officer level and maintain good working relations. Ability to communicate effectively, both orally and in writing and meet suspenses/deadlines.

5. Expert knowledge or experience of contract oversight requirements and the duties of a Contracting Officer's Representative (COR).

6. Expert knowledge of Space management roles and responsibilities between the USSF, USAF, Department of Defense, and USG organizations. Current knowledge of the USSF structure and its relationships within the DoD and Combatant Commands.

7. Demonstrated ability to manage diverse activities to include personnel, security, Space mission area and other projects being conducted concurrently. Proven ability to exercise, in real-time, the broad decision-making authority required to meet Space related crisis action operational, security, and legal requirements
