Summary

This vacancy is for a Financial Management Specialist position in the Administrative Services Division located at the Bureau of Economic Analysis.

This Job Opportunity Announcement may be used to fill other Financial Management Specialist, ZA-0501-IV, FPL Band IV positions with the Bureau of Economic Analysis in the same geographic location within the same qualifications and specialized experience.

This position may be filled through means other than the competitive promotion process.

Responsibilities

  • Serve as acquisition expert and Contracting Officer Representative (COR), developing procurement package, including all supporting documents on a wide range of procurement including contract types and interagency agreements.
  • Plan, develop and establish the acquisition strategy for the overall acquisition program and review procurement packages to ensure quality procurement service.
  • Provide procurement support by keeping abreast of current federal policies and regulations.
  • Perform contract management functions on assigned portfolio, including providing technical guidance, advisory support, and assistance on a wide range of contractual management issues to internal customers.
  • Extract, review, and analyze data from automated management software and systems to produce reports and analysis (Undelivered Obligations).
  • Prepare domestic and international travel arrangements, including travel authorizations and vouchers.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Specialized Experience: For the Band IV (GS-13), you must have one year of experience at a level of difficulty and responsibility equivalent to the Band III (GS-12) in the Federal service. Experience for this position includes: preparing procurement documents such as performance work statements, statement of needs, procurement packages and inter-agency agreements. develop information for contract methods, contract type and type of service; plan, develop and establish acquisition strategy; perform contract management including providing technical guidance and advisory support; and extract, review, and analyze data from automated management software and systems.

Education cannot be substituted at this grade/band level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
