Summary

This position is located in the Office of Inspector General (OIG), Office of Human Resources, Headquarters duty location in Arlington, VA. The person selected for this position would be a member of a small, dynamic team in the FDIC OIG's Human Resources Office. This position assists OIG staff and outside customers in the areas of staffing and recruitment, compensation and pay, personnel processing, and serves as a back-up on programs that are not the primary function.

Responsibilities

The duties are by necessity broad in scope and include:
  • Works with senior specialists to assist OIG staff and outside customers in areas that include staffing and recruitment; and compensation and pay. Prepares vacancy announcements, ranking plans, and other materials pertinent to advertising OIG positions. Review applications to assess applicants' basic qualifications. Issues the Certificate of Eligibles, arranges release dates, collects personal and employment information from previous employers, and processes the appropriate personnel actions.
  • Processes personnel actions using applicable guides, policies, and procedures. Inputs and maintains data/information in the FDIC's CHRIS database, the NFC, and other automated systems used by Human Resources.
  • Works with senior specialists to assist OIG employees on Federal and FDIC benefits-related issues to include health benefits, life insurance, short and long-term disability, vision/dental programs, retirement systems, and flexible spending accounts.
  • Interprets existing policies and procedures in response to inquiries from employees within OIG. Prepares appropriate correspondence for approval and signature, consistent with applicable regulations, policies, and procedures. Performs other related duties as the needs of the OIG Human Resources Office dictate. Develops and maintains effective working relationships with internal and external customers and other stakeholders.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-9, applicants must have completed at least one year of specialized experience equivalent to at least the 07 grade level or above in the Federal service. Specialized experience is defined as experience that demonstrates the candidate's knowledge of staffing/recruitment, pay/compensation administration, and personnel/payroll action processing and the Federal employee benefits programs.

To qualify for the CG-11, applicants must have completed at least one year of specialized experience equivalent to at least the 09 grade level or above in the Federal service. Specialized experience is defined as experience that demonstrates the candidate's knowledge of staffing/recruitment, pay/compensation administration, and personnel/payroll action processing and the Federal employee benefits programs.

Education may be substituted for Specialized Experience as follows:

For the CG-09:
Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a degree
or
Successful completion of an LL.B. or J.D. that is related to the position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience

For the CG-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Obtained an LL.M. degree that is related to the position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience

  • Knowledge of staffing and recruitment processes.
  • Ability to prepare job announcements for various positions, rate and rank applications for qualifications based on experience and educational requirements, issue Certificate of Eligibles, arrange release dates, collect employment information from previous employers, and process appropriate personnel actions.
  • Ability to apply operating procedures and guidelines, and other related regulations governing human resources processing, and other entitlements.
  • Knowledge of database and automated human resources systems to include the National Finance Center's integrated personnel/payroll system to query, retrieve, analyze, and verify when completing assignments.
  • Knowledge of maintaining Electronic Personnel Files (eOPF), and other files necessary for operations.
  • Ability to resolve benefits-related issues and support the administration of health benefits, life insurance, short and long-term disability, vision/dental programs, retirement systems, and flexible spending accounts.
  • Ability to interpret and apply human resources laws, regulations, policies, and practices when providing advice and guidance to officials, supervisors, and employees on a variety of human resources functions.
