Responsibilities

As a Management and Program Analyst, you will:
  • Develop policies, programs and partnerships across the Department, Federal government, States, and private sector entities and regularly liaise with front office staff, Corporate Business Office staff, and other DOE organizations.
  • Plan, coordinate, and undertake engagement of partners to identify and execute program targets; schedule meetings and administrate travel while tracking activities, deliverables, and staff actions; and administer budget operations and project-specific funding and expenses to ensure timely compliance of the organization's vision and mission with established priorities, goals, and objectives.
  • Analyze and advise management on program effectiveness. Provide guidance on the appropriate method or procedure of analysis and evaluation to accomplish the mission. Formulate and identify operational and analytical techniques for project objectives.
  • Develop, manage, and maintain assigned programming data/information systems. Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements to determine their impact on local operations. Responsible for developing, application, implementing, and adaptation of guidance.
  • Report directly to the Deputy Assistant Secretary, Energy Resilience (ER) and serve as a program manager for various ER efforts.

OTHER REQUIREMENTS:

This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.

Eligible candidates for this position must be able to obtain and maintain a Department of Energy "Q" level security clearance. Position requires the incumbent have access to highly classified/restricted data documents and/or materials, thus the position demands the highest degree of public trust.

You may be required to complete a one-year probationary period, if not completed under a competitive or excepted service appointment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equips the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
  • Advising senior leadership and other external stakeholders on program priorities, budget, organizations mission alignment for coordination of the budget formulation and execution.
  • Developing plans, goals, objectives, and milestones for evaluating the effectiveness of programs to make recommendations to management for improvement.
  • Providing input and insight into the development and implementation of new policies, and procedures that affect an organization's programs and processes.

  • Mastery of a wide range of quantitative and qualitative methods, management and project management principles, analytical techniques and review processes for assessment and improvement of programs and organizations and skill in applying and adapting them. This knowledge is used to provide guidance and analysis for evaluating performance measures and reporting requirements and developing long range projections for a substantive program with complex missions or functions within an organization.
  • Knowledge of program or relationships within an organization, including stakeholders in other agencies sufficient to assure analytical results and recommendations are in alignment with an organization and stakeholder mission success criteria.
  • Ability to communicate orally.
  • Ability to communicate in writing.
