Summary

The Chief Resident Services is a senior-level management position at the Armed Forces Retirement Home in Washington, DC, (AFRH-W) and performs administrative support for residential care and services, admission functions, full-time recreation services, food services, chaplain program, and the volunteer program. The work performed promotes programs and an environment which support a Continuing Care Retirement Community (CCRC).

As a GS-14 Chief Resident Services, you will:
  • Provide multifaceted admissions, religious, recreational, sports, dining, and entertainment programs for Independent Living (IL) Residents of the Home. Manage physical spaces in which programs are delivered/performed, i.e., bowling alley, facility exercise room, the central auditorium/movie theater, a variety of hobby and craft shops, card rooms, the members' visitor lounge and day rooms.
  • Conduct the Leisure Learning program for continuing adult education, self-improvement, and skills development. Oversees the Resident Lounge, the Library, and the golf course. Ensure that the needs of the Residents are considered while developing policies and delivering meaningful services in furtherance of the AFRH person-centered Care strategy.
  • Direct, coordinate, and supervise the efforts of approximately 17 employees in the Resident Services area. Direct the Resident Services Division with significant resources and provide senior level oversight of admission, religious, recreational, dining, and entertainment programs.
  • Serve as the Resident Services' budget Program Manager with responsibility for planning, programming, estimating and budgeting in his/her functional area(s) of mission support. Serve as a member of the Resident Fund Advisory Board (RFAB). The Chief, Resident Services, the Chairman of the Resident Advisory Committee (RAC) and the Resident Members of the RFAB, as members of the RFAB, are responsible for the preparation of the annual fiscal budget for the benefit of the Residents of the Home.
  • Provide oversight of Contracting Officers Representatives (COR) and ensure that they receive adequate training and that contracting actions are effected with diligence and integrity.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

Developing and applying management techniques and methodologies to plan, execute, review, or advise on programs such as budget, policy and regulation, or development and administration of contracts; AND


Experience with various HR functions such as recruitment, personnel actions, performance reviews, etc.; and ability to oversee all operations of an office; AND


Management Experience in a Continuing Care Retirement Community (CCRC) or Long Term Care Facility or Assisted Living Facility or Hospital setting.
