Summary

This position is located in the Smithsonian Institution (SI). The Smithsonian's information technology needs are led and provided by the Office of the Chief Information Officer (OCIO). OCIO's Office of Information Technology Operations (OITO) includes the Network Management Division which provides day-to-day operational support for the Smithsonian's data and voice communications, networks and services. This position leads the Division.

Responsibilities

As the Supervisory IT Specialist (Network), the incumbent would be responsible for the following duties:
  • Performs day-to-day operational management of SI's converged local and wide area network infrastructure, and performs SInet fault, configuration and performance management. Such work includes managing multiple carrier contracts for cellular service and provides support to staff acquiring and using Smithsonian issued mobile devices as well as managing video teleconferencing (VTC) solutions including cloud-based and end-point devices.

  • Provides technical direction and leadership in the conceptual analysis, design, implementation, maintenance, and enhancement of SI-wide VoIP systems and data communications network and the architectural design of the supporting network infrastructure.

  • Develops project plans, operating plans, and supporting budgets; determines scope, methods, and resource requirements and schedules for IT infrastructure projects and supporting analyses required to implement new network technology and projects.

  • As a supervisor, assigns projects and task, prepares performance plans for subordinates, makes decisions, solves problems, and resolves grievances.

Qualifications

Experience: You must have one year of full-time experience at the GS-14 grade level in the Federal Service or comparable pay band system related to the work of this position. This specialized experience is defined as experience serving as a senior information technology specialist on a team of information technology specialists that manages a Network in the information technology department of an organization with multiple physical locations both within and outside of the United States and with at least 3000 Network end-users

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

There is no education substitution at the GS-12 level.

    Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
    • Mastery of the technological characteristics and capabilities of equipment and transmission media.
    • Mastery of the latest advanced concepts, theories, principles, practices and techniques of computer and voice and data communication engineering.
    • Mastery of advanced management principles, methods, practices, system analysis techniques, project planning and project management techniques, federal procurement policies and practices, and voice and data communication installation and test techniques in order to provide overall direction and control of projects and programs assigned to supporting organizations.
    • Knowledge to supervise staff in an Information Technology organization, gained through work experience.
