Summary

The position is organizationally known as the Deputy Chief of Police and reports to the Chief of Police. The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations. The position is responsible for assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC).

Responsibilities

The incumbent supervises the enforcement of Federal criminal codes and Veterans Administration regulations originating in Federal Statues in the physical protection of patients, visitors and employees; the protection of property of the United States Government and personal property on Medical Center grounds; the protection of the civil rights of all individuals while on federally owned property; determines the need for and conducts searches to collect and secure contraband which could cause bodily harm to Medical Center patients, staff, and visitors in the preservation of the peaceful environment requisite to the operation of medical treatment programs.

The Deputy Chief, GS-12 works under the general supervision of the Chief, VA Police. The Assistant Chief plans the daily duty schedules and monthly work roster to meet the over all schedules and operations priorities to ensure an even flow and distribution of work, following station policies, police procedures and security needs. The Assistant Chief is authorized to change Patrol Officers duties to meet changes in workload, manpower and overtime required to get the job done.

All other relater duties as assigned.

Work Schedule: 8:00 am - 4:30 pm, Monday to Friday. However, subject to change base on needs of the service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Enforcing appropriate Federal, State, and local criminal codes in the protection of human life, public property, and the civil rights of all individuals, including the preservation of a peaceful environment; planning, directing, and supervising the work of subordinates; advising on procedures, standards, and responses to address law enforcement and security requirements; determining resource needs and allocating resources in response to patrol and security weaknesses; and following applicable regulations and instructions regarding documentation and investigations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded
or over-grown field conditions in all elements of seasonal weather.
