Summary

This position is located within the Agricultural Research Service/ Field Organization/ Northeast Area / Northeast Area Director's Office in Beltsville, MD.

The incumbent manages and leads the agreement approval business and technical support process. This position supports the USDA, ARS, NEA management by performing a full range of business, technical, and management support functions requiring extensive practical knowledge.

Responsibilities

  • Coordinates processes that include model and non-standard Cooperative Research and Development Agreements (CRADAs), Plant Evaluation Agreements (PEAs), and Material Transfer Agreements (MTAs).
  • Coordinates processes that include Material Transfer Research Agreements (MTRAs), Agreements for Transferring DATA (ATD), and Non-disclosure Agreements (NDAs).
  • Maintains quality assurance inspection of physical agreements and verifies computer data entry against data in the physical record or other sources for accuracy.
  • Prepares, modifies, re-drafts, and produces a draft of the final product for documents and correspondence related to the agreement negotiation process.
  • Assists in monitoring CRADAs, MTRAs, NDAs, and other agreements throughout the negotiation, signature, and closeout processes. Maintains, inputs, and tracks information into ARIS technology transfer database programs.
  • Follows-up on status of pending agreements and updates database(s) to reflect current status.
  • Maintains an ongoing quality assurance inspection of the physical agreements and checks computer data entry against the data in the physical record to verify accuracy.
  • Submits travel requests and authorizations, provides justifications and travel estimates as required, and computes and prepares travel vouchers using the current Federal travel system.
  • Develops format and prepares drafts of summaries, reports and correspondence on a wide range of subjects related to research programs and technology transfer from material provided.
  • Uses a variety of graphical, spreadsheet, database, and office automation software packages (Microsoft Word, PowerPoint, and Excel) to provide statistical data reports and manipulate data to produce tables, charts, and management presentations.
  • Disseminates technology transfer information to Department and Agency officials, state governments, academic organizations, trade organizations, and other groups.
  • Assists in developing training materials for instruction and guidance on how to implement technology transfer and collaborative research agreements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade : Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-08 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-07:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing correspondence for spelling and grammatical accuracy; maintaining an electronic filing system or database; and using computer software to enter legal or research agreements with deadlines into databases.

GS-08:
Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience maintaining an electronic filing system or database; using computer software to enter legal or research agreements with deadlines into databases; and coordinating travel for staff members.

GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-08 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing legal agreement packages for accuracy; maintaining an electronic filing system, database, or docketing system; using computer software to enter legal or research agreements with deadlines into databases; experience coordinating travel for staff members, including following all procedures necessary to secure travel for others; and experience using Excel, PowerPoint, or Access.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
