Responsibilities

This position may be eligible for telework/alternative duty location. The duty location will be negotiated after a selection has been made and is subject to final the selecting official's approval. The reflected salary on the announcement does not include locality pay. Salary will be adjusted in accordance with the locality pay of the final approved duty location selected.

This Accountant position is located in the Chief Finance Office, Financial Management Division, Financial Management Analysis Branch within the Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Examines sub-ledgers against reports and automated databases for unreconciled transactions, identifies discrepancies in the posting of current and past transactions, enters corrections for erroneous postings and accounting classifications, and recommends corrective actions as appropriate.
  • Reviews source documents in order to verify the period-of-performance rendered on payments, investigates discrepancies, and contacts program offices for clarification.
  • Prepares quarterly accounts payable estimates that are of simple to moderate complexity to be included in the TSA's financial statements in accordance with the CFO Act.
  • Analyzes TSA obligations to identify acquisition activities associated with real property construction.
  • Performs and/or coordinates non-routine/significant real property and lease accounting/reporting to report related assets and liabilities on TSA financial statements in accordance with the CFO Act.
  • Conducts routine and non-routine financial management compliance special projects to implement new accounting policies and procedures that are promulgated by the Office of Management and Budget, U.S. Treasury, the Federal Accounting Standards Advisory Board, and the Department of Homeland Security.
  • Reviews existing policies and assists in the development of new policies/procedures to accommodate new accounting processes
  • Collects and analyzes data/information, conducts research, applies policies and procedures, and works under the direct guidance of a senior accountant and supervisor to ensure Federal accounting compliance with the U.S. Standard General Ledger (USSGL) and U.S. Generally Accepted Accounting Principles (GAAP).

Qualifications

Applicants must first meet the Basic Requirements listed below:

A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE TO ALL CANDIDATES: A copy of your college transcript, list of college courses designating semester or quarter hours earned, or proof of CPA or CIA certification is required. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

    Qualifications:

    Specialized Experience: To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialist experience is defined as:
    • Evaluating accounting data to ensure compliance with accounting guidelines {i.e., Standard General Ledger (SGL) and Generally Accepted Accounting Principles (GAAP) etc.}; and
    • Identifying and resolving discrepancies in unreconciled transactions; and
    • Utilizing accounting and/or acquisition data to develop financial statement reports; and
    • Ensuring funds, property (e.g., capitalized) and/or other assets (revenues and/or expenditures) are properly recorded and accounted for in accordance with financial accounting procedures

    To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
    • Utilizing technology to properly record accounting data in an automated software system; and
    • Reviewing invoices (i.e. standard, commercial, pending, etc.) for payment terms; and
    • Utilizing a Chart of Accounts and Generally Accepted Accounting Principles(GAAP) to formulate accounting entries and reconciliations


    GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

    Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
