Summary

As a Supervisory Management Analyst (Financial Management) you will be part of the Office of the Chief Financial Officer (OCFO), serving as the Chief of the Business Services and Operations, Financial Strategy and Operations organization. The Chief has responsibility for leading broad and complex tasks for OCFO that support transformation initiatives related to OPM financial business processes and financial management system operations.

Responsibilities

  • Provide support to the Financial Strategy and Operations (FSO) executive leadership in implementing strategic guidelines and policies to ensure that business transformation efforts are consistent with OPM and Federal regulations.
  • Manage and provide oversight of the development of financial management activities including business process development and functional design that address gaps in the OCFO financial operations.
  • Analyze OPM's financial management systems and business processes to determine enhancements and reengineering needed to improve the performance, reliability and reporting of OPM's financial systems based on present and future objectives.
  • Lead fact-finding and research concerning OCFO financial management program changes, new legislation, and initiation of project actions or similar activities.
  • Manage formulation of budget and capital planning and investment (CPIC) business cases for the agency's accounting and financial management systems.

Qualifications

For the GS15: You must have at least one year of specialized experience equivalent at the GS-14 level performing the following: 1) Performing quantitative and qualitative analyses in assessing financial management systems or business operations for areas needing improvement; 2) Conducting research on and interpreting new legislation or financial program changes for impact to agency or program processes, policies and objectives; 3) Designing and developing financial management guidelines and policies to ensure consistency with regulations and focus on business process efficiency and effectiveness; 4) Identifying and developing ways to resolve problems or issues affecting financial operations.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level.
