Summary

The IMCO Specialist (Information Management Control Officer ) shall provide subject matter expert (SME) support for the day to day operations, implementation of processes, and operational procedures for mandated compliance and regulatory programs.

Responsibilities
  • Provide Subject Matter Expert (SME) support for the following mandated compliance and regulatory programs:
  • OMB Paperwork Reduction Act/Public Information Collection Requirements
  • DoD Internal Information Collection Requirements
  • DoD/DHA Forms Management Program
  • Develop information requirements clearance packages e.g., supporting statements, SF 83-I, DD Form 2936; Cost Assessment Program Evaluation estimate; DD Form 67; SSN Justifications, review, evaluate and process all Public Information Collection packages to ensure adherence to Federal Laws, DoD Policies, and approval deadlines to avoid PMB violations, Federal penalty, Litigation, and excessive costs to DoD and burden on MHS beneficiaries.
  • Support the ancillary programs and processes associated with the IMCO Program, including understanding, and working the interfaces for internal and external collections with the following:
  • The Institutional Review Board process for surveys and research
  • Privacy Act Program
  • Privacy Impact Assessments
  • System of Records Notices
  • Health Information Portability and Accountability Act.
  • Support meetings and conference calls with Washington Headquarters Service Information Collections Division Branch Chief, Component Action Officers, Privacy Officials, the OMB Desk Officers, and the General Counsel to resolve issues with the submission packages and keep the approval process moving.
  • Develop and update tracking reports and provide status updates for the Program Manager and Component Action Officers.
  • Attend meetings representing the Defense Health Agency and the Program Manager e.g., the Inter Service Survey Coordinating Committee and the DoD Survey Workgroup Meeting.
  • Conduct up to 21 on-site visits to DHA Market Areas to provide consultation services to obtain feedback, brief personnel on policy and procedures, and training, etc.
  • Facilitate training sessions on the Information Collection process for obtaining approval through WHS and OMB for surveys, focus groups, reports, forms, DoD systems, and anything considered as information collection in accordance with current Federal and DoD guidance.
  • Discuss and advise the Program Manager on issues or conflicts that arise during the information collection review process and provide possible solutions to resolve the issue.
  • Facilitate customer use of the WHS portal for the Interactive Customer Evaluation Tool.
  • Support users with other survey fielding options such as Max.Gov, Survey Monkey, Forsee, and Survey Gizmo.
  • Support the Enterprise Survey Programs, by performing the survey operations support functions and developing clearance packages for the same.
  • Other duties as assigned

Qualifications
  • Bachelor's degree
  • 4+ years of IMCO or health service experience required
  • Bachelor's degree can be substituted with 4 additional years of work experience in same or similar field
  • DHA background check

Knowledge, Skills and Abilities
  • Intermediate to advanced working knowledge of standard Microsoft Office software applications, including Word, Excel, and PowerPoint are required.
  • Knowledge of the OMB Paperwork Reduction Act, DoD Internal Information Collection Requirements, and the DoD/DHA Forms Management Program.
  • Experience working with datasets, preferably in healthcare, large scale surveys, and/or administrative records.
  • Experience with descriptive statistic and data analysis.
  • Ability to provide continual attention to detail in composing required reporting.
  • Ability to work effectively with coworkers, external contacts, and excellent negotiation and conflict resolution skills.
  • Ability to pass requirements, training, and forms per the DHA's Onboarding Checklist.
  • Possess strong problem-solving skills.
  • Possess excellent oral and written communication skills.
  • Ability to multi-task in a high stress, performance-based environment.
  • Ability to travel up to 10% as required.
