Description JOB DESCRIPTION: A' Oversees and manages the operational aspects of ongoing aviation safety projects and serves as liaison between project management and planning, communications, project team, line management, subcontracts and project controllers. Maintains status of projects and budgets; manages schedules and prepares the monthly status report deliverables. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Acts as point of contact and manages all contract deliverables. Develops and maintains mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. A' Acts as a lead, manager and administrator for task(s)/project(s) effort. Serves as an interface and point of contact with government program authorities and representatives on technical and task/project issues. Supervises project operations by developing procedures, planning and directing execution of the, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages and controls financial and administrative aspects of the task/project with respect to contract and task requirements. Acts as direct supervisor to approximately 35 technical personnel. Reports directly to Senior Project Manager. A' A' LEADERSHIP AND MANAGEMENT: Manages subordinate management and/or experienced specialist employees who exercise significant latitude and independence. A' Often heads one or more departments. SCOPE: Establishes operational objectives and work plans, and delegates assignments to subordinates. A' Senior management reviews objectives to determine success of operation. PROBLEM COMPLEXITY: Establishes operating policies and procedures that affect departments and subordinate sections and work units. Interprets company-wide policies and procedures. FREEDOM TO ACT: Assignments are objective oriented. A' Work is reviewed in terms of meeting the organization's objectives and timelines. IMPACT: Decisions have an extended impact on work processes and outcomes. A' Erroneous decisions result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, workforce, and funds; and jeopardize future business activity. A' LIAISON: Interacts frequently with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives. A' Qualifications Job Qualifications:A' Master's Degree in a related field and 5 years of performance based management and supervisory experience in at least three of the foregoing functions with respect to technical programs/projects. A' Master's Degree may be waived with a Bachelor's Degree in a related field and 8 years related program management experience on technical aviation contracts involving the same subject matter. A' PMP is required and must have 3 years' PMP experience.
