Position SummaryAlion Science and Technology Corporation (Alion) is engaged with a DoD Agency which recently implemented the beginning phases of an IT budgeting process integrated with an IT governance and portfolio management process. The IT budgeting process is supplemental to the Agency's primary budgeting process and provides its stakeholders with an opportunity to align and justify information technology funding to business and strategic requirements.A' The process leverages an IT governance structure so that the Agency can take a whole-of-government approach to identify, cost, prioritize, select, and monitor IT programs that most effectively support the Agency mission.A' The Agency seeks to continue budget reform by standardizing IT cost allocation, connecting funding decisions to IT infrastructure, and unifying the Planning, Programming, Budgeting, and Execution (PPBE) process with its Trust Fund budgeting process. Alion has an exceptional opportunity for an IT Budget Analyst I to formulate and execute IT budgets.A' The candidate will have strong initiative and motivation for budgeting.A' Duties and ResponsibilitiesBudget Formulation:A' S/he will perform budget formulation activities. A' The candidate will support Senior IT Budget Analyst in improving the budget planning and formulation processes for the IT directorate, the Agency, and associated entities. Develop/update standard operating procedures, work instructions, system guides, training materials, and templates that will ensure budget entry and justification activities are completed in a high quality and timely manner. Maintain processes, policies and procedures that describe to agency stakeholders how IT budgeting will be conducted.A' Facilitate the development of budget exhibits for O&M, Procurement and RDT&E.Budget Execution:A' Assist in conducting the analysis, monitoring and evaluation of programs to determine whether they are producing their desired outcomes.A' Review spending quarterly to ensure budget compliance. Assist in developing annual spend plans and tracking spending variances. Maintain financial data in relevant DoD financial systems.Budget Process Transformation:A' The candidate will support the Senior Budget Analyst in process and policy improvements that assist in transforming IT investing and improving spending transparency. A' The Budget Analyst I will support the IT Portfolio Management team and the Senior Budget Analyst in the following transformation and reform activities: Streamlining the agency's budget process Improving cost and variance reporting Gaining greater effectiveness and efficiency in formulating budgets A' Experience, Skills, Education Skills and Experience: Federal budget formulation and execution Strong communication, presentation, and interpersonal skills Microsoft Office programs MS Excel Build and maintain financial models Develop and maintain files to collect, consolidate, and analyze IT financial data. Government financial systems Task and deadline management A' Preferred Skills, Knowledge, and Attributes: Federal budgeting process Strong communication, presentation, and interpersonal skills Excellent customer service skillsA' Experience with DoD budget databases Problem solving capability Education: Business degree with Finance or Accounting specialization preferred NFSecurity Clearance: Secret
