Join a dynamic team as the operations manager of the Park Authority’s premier park, Frying Pan Farm Park in Herndon, VA. Park amenities include a 1930’s working farm, wedding/rental venue, equestrian facility, pre-school, and natural and cultural resources on the 135 acre site with over 700,000 visits annually. Position includes oversight for the equestrian activities at Turner Farm and Laurel Hill.

Under the direction of the site manager, this position serves as the operations manager to a large outdoor park. Is primarily responsible for the daily operation of the Indoor Arena activity center facility and directly supervises several operational areas, including farm operations, indoor and outdoor riding facilities, food/vending services, Indoor Arena front desk operation, staff scheduling, and facility rentals.

Experience preparing operations budgets, coordinating, monitoring, and approving budget expenditures. Also serves as a contact for donations and fundraising activities.

This position manages specialized recreational activities, with a focus on equestrian program; optimizes revenue production and customer satisfaction; publicizes and markets activities, manages rental program, and develops and maintains community and cooperative partnerships and sponsorships.

As the operations manager, this position recruits, trains, supervises, directs, evaluates, and provides guidance to parks’ equestrian, maintenance and farm personnel and assigns projects and schedules staff.

As the park maintenance and safety manager, ensures staff compliance with operating, safety and security standards, procures associated supplies and services; inspects facilities for maintenance standards; maintains safety records; attends safety inspections, submits reports and takes action as required; prepares job requests and follows up to ensure proper completion. Proficiency with Office 365 software or similar is expected.

A strong candidate will have the demonstrated ability to connect with a variety of partners and stakeholders within the community and the agency to help lead Frying Pan Farm Park to be a premier historic farm that meets the needs across a broad spectrum of visitors.

Illustrative Duties

General Duties
Conducts program and service delivery evaluations using a variety of tools;
Identifies deficiencies and recommends alternative strategies as needed and incorporates viable suggestions into programming;
Develops and maintains community and corporate partnerships;
Writes grant proposals to obtain needed services, funds, equipment, or facilities;
Develops and implements community outreach plans to target underserved populations;
Develops, prepares, and submits an annual budget;
Monitors revenues and expenses and reconciles revenue/expense reports;
Adheres to revenue and expense limits and to departmental goals and objectives;
Evaluates data from daily operations and compiles administrative reports documenting attendance and service delivery for use in developing future programming;
Completes regular inspections and safety assessments, maintains a hazard and drug-free environment, documents issues to identify risk areas, and recommends improvements;
Ensures that agency programs, facilities, and personnel meet all standards for certifications and licenses related to the area of assignments;
Analyzes and ensures accountability of center inventory;
Authorizes the purchase of supplies and equipment;
Conducts inspections to ensure that the housekeeping, cleanliness, and maintenance of the facility are acceptable and meet quality standards;
Develops and implements guidelines for the security and protection of a site against fire, vandalism, and other damage;
Ensures compliance with federal, state, and county safety and health standards and operational procedures;
Acquires and posts all current certificates, licenses, permits, and operating requirements;
Compiles and retains operational and safety records and complies with federal, state and county safety standards;
Enforces operating policies and procedures, evaluates their effectiveness and recommends changes;
Coordinates efforts to optimize revenue production and/or customer satisfaction;
Promotes diverse center participation of persons from various cultural, educational, and economic backgrounds;
Makes arrangements for the use/maintenance of agency vehicles, facilities, and equipment;
Recruits, trains, supervises, and schedules volunteers and subordinate staff to assist in various aspects of programming including mentoring, instruction, and program aides;
Develops and disseminates material to publicize and market activities at the assigned location.

Management
Administers long-term rentals, prepares the annual calendar of events, and collects fees.

Required Knowledge Skills and Abilities

Knowledge of fiscal record keeping and inventory procedures;
Knowledge of group work methods and activity facilitation;
Knowledge of aquatics, grounds maintenance, horticulture, agriculture, cultural, or historic resources, or other specialized area as appropriate for the duties of the position;
Ability to motivate and supervise staff and volunteers;
Ability to prepare clear, concise financial and administrative reports;
Ability to administer budgets;
Ability to plan, develop and administer recreation programs or community activities;
Ability to use a personal computer, applicable software and peripheral equipment;
Ability to develop and implement sound management practices;
Ability to conduct training programs;
Ability to maintain effective relationships with staff, citizen groups, and the public;
Ability to work independently using sound judgment in the execution of the position's duties;
Ability to communicate effectively, both orally and in writing.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in recreation and park management, therapeutic recreation, or other closely related field; plus two years of progressively responsible experience in park or recreation services related work, as applicable to the position.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driver's license check to the satisfaction of the employer. Availability to work mornings, evenings, weekends, and holidays.

PREFERRED QUALIFICATIONS:
Historic farm park operations, maintenance, and programing with special emphasis on agricultural and/or equestrian operations, and oversight of cultural and natural resource management. Experience with budget and finance, and personnel program development and oversight. Facility and grounds operational planning and management. Proficiency with Office 365 software or similar is expected.

Previous farm, agricultural, historic site and/or natural resource site maintenance experience desired. Demonstrated knowledge of and experience with applying the methods, principles, techniques, and practices necessary to document a site with agricultural, natural and cultural resources. Demonstrated ability to use effective leadership skills related to interpersonal relations and team building, and to establish positive relationships with mangers, peers, subordinates, customers, and stakeholders. Demonstrated ability to develop and or implement master plans, operations plans, maintenance plans, and safety plans etc. Demonstrated ability to set and maintain multiple program priorities while having the flexibility to adapt to change, collaborate and negotiate with diverse stakeholders. Experience managing revenue generating programs and facilities. Comprehensive understanding of budget development and management, and experience with budget development and management. Excellent written and verbal communication skills. Ability to operate tractors with and without implements

PHYSICAL REQUIREMENTS:
