Job Announcement

Works as a part of the Northern Virginia Regional Projects Office (NVRPO) to provide entry-level professional analytic and technical support for the Commonwealth of Virginia's, Department of Behavioral Health & Developmental (DBHDS) Health Planning Regional Authority, Region 2; the Regional Management Group (RMG) and various other stakeholder groups. Provides subject matter expertise in tracking performance outcomes and service utilization data through established and self-developed software applications and databases, organizes information, and produces reports with accuracy and consistency across all stakeholders.

Reporting to the NVRPO Director, works both independently and as part of a team, serving as the liaison for quantitative and qualitative data management of critical services, performance indicators and outcomes; ensures data integrity and security for contents and formulas; and ensures the timeliness of entries used to populate graphs, tables, and charts in various regional, state and stakeholder reports.

Working closely with regional authorities, participates in statistical analysis and policy development to maintain compliance with the DBHDS State Performance Contract (SPC). This work includes assisting in the development of strategic priorities and goals; providing recommendations to ensure business efficiencies and proposing benchmark standards. Assists with implementing improvements in business practices, data collection and related processes and procedures; maintains complex statistical databases for use in reports, as well as, reviews trends and conducts forecasting to determine service needs in support of service improvements; and assists in defining best practices. Additional support functions include meeting notifications and coordination, regional web page management, and meeting minutes.

  • Conducts professional-level work in functions or activities, such as financial, budgetary, procurement, contract administration, human resources, training, information technology, and similar functions;
  • Assists with a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
  • Performs designated segments of projects or programs with well-defined objectives, including activities such as data collection, synthesis of data gathered to support analysis, and documentation of findings and recommendations;
  • Performs data collection activities in support of existing studies, projects or programs, including conducting research; participating in interviews; administering customer, organizational or employee surveys; assisting in the facilitation of focus groups; participating in work group collaboration; and mapping or charting of workflow processes;
  • Assists with measuring and analyzing indicators of performance, quality, quantity and efficiency of services;
  • Compiles and provides business information to management;
  • Maintains index or log of standard forms for gathering information from a variety of audiences;
  • Formats data sets and performs qualitative and descriptive statistical analysis to aggregate and assimilate data for displaying potential patterns and trends;
  • Assists in implementing business improvements, such as changes to policies, work practices, processes and procedures;
  • Contributes to position papers, evaluation reports and presentations.


Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

PREFERRED QUALIFICATIONS:
  • Experience with and knowledge of Community Services Board and Department Behavioral Health and Developmental Services.
  • Skilled in fundamental computer operations, including working knowledge of word processing through Word and spreadsheet operations through Excel.
  • Experience utilizing Electronic Health Records to enter, read, access and extract outcomes and other data elements.
  • Experience with complex data tracking, reconciliation, reporting, and analysis.
  • Excellent customer service record, with ability to problem solve complex data quarries.
  • Well-developed oral and written communication skills.
  • Strong analytical and decision-making skills.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, will be required to self-transport to regional meetings.
Moderate lifting and bending to file and retrieve documents and stock supplies; ability to use keyboard and telephone, lift up to 15 lbs, and communicate effectively orally and in writing. All duties performed with or without reasonable accommodations.
