Responsibilities

The incumbent selected for this position will respond to requests for new agreements and amendments; update ServiceNow records for Agreements Officers. Finalize new draft agreements for collaborator review, with input from Agreements Officers and/or Office of the Chief Counsel (OCC). Track active and pending agreements and amendments. Maintain Intellectual Property databases. Track communication between scientific units, Agreements Officers, OCC and outside collaborators.

Qualifications

Basic Qualifications:

Applicant must have one year (52 weeks) of specialized experience to the GS-7 level (ZA-I at NIST). Specialized experience is defined as experience conductig administrative processes related to intellectual property or technology transfer agreements.

OR

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

Equivalent combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position allows you to qualify and be considered based on your education. This position is covered by an Alternative Personnel Management System (APMS). This system replaces the General Schedule (GS) pay plan and grade with career paths and pay bands. You will be evaluated for this job based on how well you meet the qualifications above.

* Knowledge of federal technology transfer statutes, policies, and executive orders.

* Knowledge of and experience with technology transfer mechanisms.

* Familiarity with intellectual property databases.

* Ability to conduct outreach to industry, academia, and government agencies.

* Ability to communicate effectively both orally and in writing.
