Responsibilities

  • ? Participate in the planning and business management of the full range of assigned grants and renewal applications.
  • ? Participate in the negotiation of the budget, award period, and terms and conditions for grant awards.
  • ? Advise applicants and grantees on financial and management issues relevant to their applications.
  • ? Provide assistance in the administration of the portfolio including setting appropriate work priorities.
  • ? Ensure that the awardee is in compliance with established administrative and financial policies, procedures, and sound business practices.
  • ? Process a full range of grant/agreement applications used to determine the selection of grant/agreement awards.
  • ? Provide advice, interpretation, and guidance on statutes, regulations, policies, and procedures as they relate to the award program.
  • ? Provide guidance and/or training to lower-graded grants management staff.

Qualifications

If you are selected at the GS-09 or GS-11 level, you will essentially perform the same duties as those at the full performance level, described above, however, duties may be less complex and may be performed under closer supervision or with more detailed guidance.

In order to qualify for a Grants Management Specialist (COVID-19), GS-1109 position at the GS-09 level, you must have:

A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR

B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in coordinating simple funding actions that begin the grant/agreements awards process; providing assistance in the administration of the grants portfolio; assisting with activities related to monitoring grants, including receiving and reviewing progress reports; assisting with preparation for on-site visits; and preparation of various reports; OR

C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Grants Management Specialist (COVID-19), GS-1109 position at the GS-11 level, you must have:

A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing grant applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with requirements; interpreting routine grants related policies and procedures; monitoring grantees' continuing operations to ensure compliance with the terms and conditions of the grant award; providing information to applicants and grantees on the grants process, regulatory requirements, and issues surrounding individual applications; OR

C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

In order to qualify for a Grants Management Specialist (COVID-19), GS-1109 position at the GS-12 level;
You must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: administering a grants portfolio and signing off on standard grants mechanisms; monitoring grantees' continuing operations to ensure compliance with terms and conditions of the grant award; negotiating, preparing, and administering grants and agreements; providing fiscal and administrative review of grant applications; participating in the negotiating, awarding and obligating of grant funds.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
