Responsibilities

The Budget Branch (GH/OHA/BOD/BUD) leads OHA's internal budget analysis and financial oversight functions. The Branch provides USAID and USG budget and financial offices, including GH's lead policy office (GH/PPP), with PEPFAR-specific information to ensure that fiduciary responsibilities related to PEPFAR are carried out in accordance with established organizational and Federal statutes, policies, procedures and regulations. The Branch oversees and monitors the Office's day-to-day financial activities, informing the OHA leadership of key financial and budgetary issues relevant to the effective and efficient operations of programs. The Branch leads in conducting analyses of the budgetary aspects of PEPFAR program planning and implementation, contributing to interagency analysis of obligation, outlay, and pipeline data. The Branch leads in all aspects of financial and budgetary reporting consistent with applicable procedures and regulations. This position is located in the Bureau for Global Health, Office of HIV/AIDS, Budget and Operations Division. The incumbent will report directly to the Branch Chief.

As a Budget Analyst your duties will include the following:
  • Makes recommendations that follow detailed analysis and consideration of program requirements in relation to budgetary requirements, policies, methods, sources and types of funding; prepares budget estimates, exhibits, tables and charts, briefing provides expert advice on all phases of budgeting to program and financial management officials of the employing agency.
  • Recommends effective and efficient means of using agency funds based on detailed analysis and consideration of program requirements in relation to budgetary requirements, policies and methods and sources and types of funding; and participates in the annual interagency reviews of all PEPFAR implementing agencies' budget requests for headquarters (Headquarters Operational Plans) and overseas' Missions (Country Operational Plans (COP).
  • Performs budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use by subordinate echelons, and their centralized or consolidated equivalent.
  • Oversees the agency process by which Congressional Notifications and Memoranda of Agreements are reviewed and cleared in a timely fashion; participates in the quarterly interagency reviews on the budget execution of overseas' PEPFAR Missions (COPs); monitors and reports on the rate of obligation and disbursement (outlay) of funds.
  • Reviews the programmatic and operational budgets, analyzing a variety of historical data to compare with current spending information and trends for major international agency programs in order to support and ascertain a projection of the Agency's future requirements for operational resources.
  • Develops and implements financial management policies and procedures that improve the agency's ability to meet budgetary and programmatic goals; develops and implements effective strategies for program managers to improve the management of PEPFAR funds, through enhanced tools, resources and collaboration across various programs; communicates financial management recommendations and advice on a major international agency program.
  • Conducts training for agency staff members at headquarters and in field Missions on PEPFAR budget and reporting processes.


Travel Required

25% or less - The work may involve light travel to and in developing countries. Internationally air travel usually entails long flights. Travel within developing countries usually entails use of bus or cars over unpaved roads to locations where further physical adjustments must be rapidly made to occasionally severe conditions that require prolonged walking, working in cramped rooms, standing for long periods of time, and eating and resting in inadequate facilities.

Qualifications

GS-14; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Performed budget execution work involving various fund control activities such as adapting budgetary policies, analytical methods, and regulatory procedures used by subordinate echelons; (b) Reviewed programmatic and operational budgets and analyzed a variety of historical data to compare to current spending information to support and forecast future requirements; and (c) has developed and implemented financial management policies and procedures to improve the agencies ability to meet budgetary and programmatic goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
