Responsibilities

You will:
  • Oversee the eDiscovery Divisions (EDD) service request intake process with an emphasis on providing support to internal EPA requesters in refining and improving their requests in areas such as search structures, duplication and production requirements.
  • Oversee a service request from intake through production and provide expertise to assist in the analysis, evaluation, and determination of the most effective approach for the collection, processing and production of electronically stored information (ESI).
  • Develop communication plans and provide outreach to partners and customers regarding eDiscovery Division's policies and procedures. Identify systemic eDiscovery challenges in the work flow and propose potential technical and policy or procedural solutions to eDiscovery management.
  • Design, create and adjust training content and provide ongoing training on the intake and eDiscovery work flow process. Make recommendations and changes to eDiscovery and eDiscovery Assistance Team (eDAT) Training SharePoint or Intranet sites. Develop guidance and training to junior eDAT members. Possess the technical acumen to learn new tools and processes quickly and train staff.
  • Provide eDiscovery Division (EDD) management with areas of improvement followed up by clear and concise recommendations for improvements to include the problem statement, impact to the division and the Agency, proposed path forward and dependencies, such as resources and budget, needed to achieve the desired outcome.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as providing eDiscovery consulting services, processing search and collection requests for eDiscovery matters, experience using eDiscovery software, specifically Relativity, resolving high priority eDiscovery data collection requests, processing electronically stored information (ESI), and providing guidance and/or making recommendations for improvements.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1. Ability to form working partnerships with other agency offices and regional offices to ensure that the data preserved, collected, produced and safeguarded is complete. 2. Knowledge of pertinent laws, regulations, policies, directives, and precedents which affect the use of program and related support resources. 3. Knowledge of eDiscovery review platform, Relativity, to include usage, creating saved searches, batching files, tagging files, applying redactions. 4. Knowledge of the eDiscovery Reference Model to gain efficiencies for eDiscovery operations and workflows. 5.Skill in training and customer service sufficient to train customers in areas such as matter intake, search, collection, and review. 6. Skill in recommending policies that authoritatively form the basis for management decisions affecting the efficiency and economy of operations. 7. Skill in written communication. 8. Ability to extend existing approaches and apply new developments to investigate critical problems or in making decisions and recommendations, which significantly change, interpret, or develop important Agency programs. 9. Skill in oral communication.

Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
