Responsibilities

  • Supervise a staff responsible for interpreting, applying, and enforcing an intricate field of Immigration and Nationality laws.
  • Oversee the planning and conducting of independent research concerning eligibility entitlements of persons seeking immigration benefits, employment, and/or legal status under the Immigration and Nationality Act.
  • Direct, coordinate, and oversee the work of subordinate adjudication officers: make decisions on work problems presented by subordinate adjudication officers.
  • Evaluate subordinate adjudication officers, identify developmental training needs of employees, provide or arrange for needed development and training; and/or find ways to improve productivity, promote team building, and improve business practices.
  • Exercise significant authority in dealing with officials of other units/organizations and in advising management officials of higher rank on operational issues.
  • Plan, assign, and review work; assuring all requirements are met; approving leave; giving advice, counsel, or instruction to employees on both work and administrative matters.
  • Represent the division, directorate and agency and foster effective relationships with governmental and non-governmental partners outside the U.S. to promote the agency's mission.

This position IS NOT in the bargaining unit.

This position IS considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation. This may include a review of financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Planning and directing major agency-level initiatives related to the immigration program;
  • Managing major components of immigration policy and operational programs and their support functions;
  • Serving as an expert or consultant to senior management officials on the resolution of extremely sensitive and complicated immigration issues;
  • Directing the development of nationwide immigration policy and program initiatives.
