The position is in the Legal Research Center, Program Support Branch, in the Office of the General Counsel. The supervisor is Cynthia Dekle. This position is not in the bargaining unit. This position requires minimal travel. Travel expenses associated with interview expenses will not be paid. Expenses associated with relocation may be paid.

Responsibilities

You will serve as a Team Leader in the Legal Research Center, managing the provision of paralegal and litigation support services for the Office of the General Counsel. You will oversee a research support program that provides reference, legislative, and regulatory research services and training for the Nuclear Regulatory Commission. Your duties include: providing through contracts electronic and hard copy legal resource materials and staff training in the use of those resources; directing and overseeing the NRC's Federal Register Notice (FRN) program, including management of NRC dockets in the Federal Docket Management System (FDMS), the FRN tracking system, and the review and publication of agency-wide FRNs.

Also, you will independently develop and implement a budget to meet acquisition needs and keep acquisitions within budget through effective monitoring techniques. A Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR), Level 1 certification is required (and must be obtained within 3 months of taking the position).

As Team Leader, you will be responsible for 1) supervising the Legal Research Center staff for less than 25% of your work time, 2) assigning and monitoring all reference, legislative, and research requests received by the library, and 3) ensuring the timely review and publication of all Federal Register notices received in OGC.

Qualifications

In order to qualify for this position you must have at least one year of specialized experience at the next lower (GG-13) grade level in the Federal service or equivalent experience in the private or public sector and meet the following:

Specialized experience is knowledge and detailed understanding of Federal government policies, rules and regulations, organization, procedures, personnel, and nuclear regulatory activities and procedures for developing, drafting, reviewing, and publishing Federal Register notices; demonstrated knowledge of the NRC's legal research databases and collections, the literature of the law, current research efforts in law, and of government in order to provide effective and in-depth information support; and demonstrated ability to independently develop and implement a budget to meet acquisition needs, and to keep acquisitions within budget through effective monitoring techniques.
