Summary

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for serving as a Transition Assistance and Reintegration Specialist, within the MCTO, Evaluations and Assessment Division.

Responsibilities

As a TRANSITION ASSISTANCE AND REINTEGRATION SPECIALIST at the GS-0301-13/14 some of your typical work assignments may include:
  • Utilize evidence-based practices, to include qualitative and quantitative techniques, to assess complex management and programmatic processes, and develop long range plans, goals, and objectives to increase the efficiency and effectiveness of Transition and Reintegration Programs.
  • Develop strategies and analyze information to codify lessons-learned, identify program trends, and plan organizational intervention using OD tools and techniques.
  • Provide periodic evaluation of organizational change in relation to established goals; and develop sustainment strategies for implementation by the OSD organizations, Components, and critical federal partners.
  • Develops or selects appropriate evaluation instruments/measures/tools, including surveys, questionnaires, focus groups, field observations, standardized performance checklists, and archival data to support MCTO and interagency partners.
  • Coordinates with Components, OSD agencies and activities, and other Federal agencies on Transition and Reintegration Policies and Implementation Strategies
  • .Establishes performance criteria and identifies performance measures for evaluating the effectiveness of MCTO in support of legislation, executive orders, and more.
  • Develops or selects appropriate evaluation instruments/measures/tools, including surveys, questionnaires, focus groups, field observations, standardized performance checklists, and archival data to support MCTO and interagency partners.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Mastery of Title 10 and Title 38 and other statutes and regulations to develop and implement Transition and Reintegration evaluation and assessment programs.
  • Applying broad areas of advanced evaluation methods and analyses to resolve unique Transition and Reintegration problems, and develop solutions to complex transition assistance and reintegration issues.
  • Extensive knowledge of psychological concepts, theories, principles, and techniques for training program development/evaluation and program evaluation, as well as experience in the development and implementation of training evaluation instruments.
  • You may qualify at the GS-14, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Comprehensive knowledge of psychological measurement concepts, theories, and techniques to include field experimentation, surveys/assessments, interviews, focus groups, field observations, standardized performance checklists, archival data, or other approaches.
  • Evaluate data derived from applying statistical tools, models, methods, and techniques, and act as the transition and reintegration authoritative source of program strengths and weaknesses that form the basis for formulating new/modified MCTO policies and programs.
  • Extract, analyze and present complex data and trends orally and in writing.
  • Serving as a consultant and technical advisor to senior Component Transition and Reintegration Managers and inter-agency partners in developing and implementing evaluation projects to facilitate and improve DoD-wide MCTO missions and goals.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.
