Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Responsibilities

The incumbent serves as the Certification Management Team (CMT) Secretariat in the Aircraft Certification Service (AIR), International Office. Is a recognized expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities.

Supports a multi-authority governance body and works closely with subordinate product level standards and policy groups to promote process standardization and Bilateral Agreements implementation across these groups. Maintains connectivity across CMT member states and other applicable groups and identifies possible touch points with other international forums.

Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Manages, plans, and organizes (including establishing goals, milestones, and project timeliness) assigned programs, projects, or tasks, conducts annual reporting and documenting of meeting minutes and action items. Prepares evaluation reports and briefing materials containing conclusions and recommendations. Responds to inquiries from field offices, other aviation authorities, aviation industries/associations, other government agencies, and the general public.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities.

Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Engages with all relevant internal and external stakeholders to plan and execute all aspects of international Executive level meetings. In coordination with the Aircraft Certification Serve and attending Foreign Certification Authorities, serves as the lead for the agenda development for the Certification Management Team (CMT), Asia-Pacific Partners Dialogue (APAC), FAA EASA Safety Conference, and other Executive level international meetings. Briefs AIR Executives regularly through the planning, execution, and follow-up periods, including action item tracking and disposition by assigned offices.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns.

Collects information and provides reporting on international activities through briefing papers or presentations as requested by the Division Manager to support various international forums, U.S. congressional inquiries, FAA-industry forums, USG inquiries and other USG Executive engagements with international partners. Develops comprehensive e-books for Executives' use during forum described above.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Supports management in developing materials for conducting outreach and communications with both internal and external stakeholders.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as experience with planning and execution of meetings including attendees from varied, or foreign locations; experience in the standardization of business processes using tools and outreach.
