Responsibilities

Duties and responsibilities for this position include, but not limited to the following:
  • Ensures the mode of travel arranged meets the needs of the patient as specified by the physician in the most economical means available to the medical center.
  • Ensures that requirements of current VA regulations, manuals, service policies, and other related guidelines, which govern the conduct of travel, are met.
  • Contacts clinics and combines appointments when possible to reduce number of trips and contain costs on special mode patients.
  • Makes travel arrangements from basic information from the traveler, such as itinerary and stated preferences, destination, and times.
  • Arranges, coordinates, and prepares authorizations for travel by taxi and/or other hired vehicles.
  • Maintains information for and prepares budgetary and statistical reports.
  • Maintains current bus, train, and air schedules and fares and provides information to the traveler.
  • Examines all vouchers submitted by transportation vendors to determine prior authorization and if mileage fees charged are correct in accordance with contracts and mileage guides.
  • Responsible for the duties of beneficiary travel which include processing the beneficiary travel claim to reimburse eligible patients for travel to scheduled appointments and all administrative duties associated with patient funds (i.e. tracking patient funds).
  • Performs work of a general office support nature that encompasses a variety of different duties and responsibilities. Performs administrative and/or clerical procedures to support a variety of office functions.
  • ss a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javis Wagner O-Day Act, and mandatory sources.
  • Reconciles purchase care charges within the established time limits.
  • Resolves disputes of unknown or incorrect charges also within the established time limits.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive and thorough knowledge of Federal, VA, VISN, and VAMC programs, regulations, handbooks, and policies as they pertain to the Beneficiary Travel Program to perform a full range of transportation support duties. Basic knowledge of other VA programs administered by the medical center and regional offices such as Compensation and Pension benefits, Vocational Rehabilitation program, Non-VA Care, etc., as they apply to Beneficiary Travel in order to act as liaison between patients and appropriate staff and management. Full knowledge and complete understanding of the Beneficiary Travel menu and the Patient Travel Eligibility options in VISTA in order to properly establish/provide special transportation arrangements for patients and to ensure the patient receives travel benefits to which they are entitled. Knowledge of all billing and reporting procedures, the complex computer accounting and payment program, and the ability to read and interpret the computer printouts in order to ensure correct manipulation and generation of data, reports, and proposals; and to ensure the processing of proper payments. Thorough knowledge of basic accounting principles as they apply to travel and vouchers is required in order to ensure correct manipulation and generation of data, reports, and proposals. Extensive knowledge related to the management of patient funds, following all VA regulations, handbooks and policies as they pertain to patient funds in order to balance accounts, reconcile statements, and complete all related audits of accounts. Knowledge of the laws, regulations, and policies that pertain to the temporary lodging or Hotel program in order to represent the patient in receiving benefits to which they are entitled. must be able to operate a calculator, computer, and fax and have knowledge of word and excel programs in order to in order to support administrative and technical program efficiency and productivity. Must have the communication skills necessary to communicate, verbally and in writing, with hospital staff, vendors, veterans and their families, and the general public from varying backgrounds. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above the high school level in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (Transcripts Required) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Transcripts Required)
