Summary

This position is located in the United States Department of the Treasury, Departmental Offices, and will be used in any office as assigned. These offices are responsible for the internal management and policy of the Department in the areas of budget, planning, human resources, information and technology management, financial management and accounting, procurement, privacy, records, and administrative services to Departmental (Headquarters) Offices.​

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve interrelated issues of effectiveness, efficiency and productivity of substantive programs and work operations.
  • Analyze and evaluate program effectiveness in meeting established goals and objectives.
  • Analyze management information requirements to develop reporting systems, including system specifications, data gathering and analytical techniques, and system evaluation methodology.
  • Develop conclusions, options, and recommendations that take into account and give appropriate weight to uncertainties about the data and other variables that affect long-range program performance.
  • Adapt analytical techniques and evaluation criteria to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and automating work processes.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as experience in ALL of the following:
1. Developing financial and resource management reports or tools; AND
2. Developing briefings, including developing slide decks to persuade management to use data analysis for resource management decisions; AND
3. Following financial rules and regulations.

Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
1. Utilizing financial and resource management reports/tools; AND
2. Assisting with the development of briefings, including developing slide decks to persuade management to use data analysis for resource management decisions; AND
3. Following financial rules and regulations.

OR


A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

OR


You may qualify based on the equivalent combination of education and experience.

A combination of education and experience. Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes all of the following:
1. Utilizing financial and resource management reports/tools; AND
2. Assisting with the development of briefings, including developing slide decks in order to persuade management to use data analysis for resource management decisions; AND
3. Following financial rules and regulations.

OR


A Masters or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR


You may qualify based on the equivalent combination of education and experience.

A combination of education and experience. Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
