As a Human Resources Specialist, you will provide employee relations, labor relations and performance management services for a regional and/or Central Office organization.

Location of position: General Services Administration, Office of Human Resources Management, Washington, D.C.

As a Human Resources Specialist, you will perform the following duties:

Under supervision and assistance as required provided by a supervisor and/or higher graded specialists, the employee systematically analyzes facts and issues, then selects and applies appropriate HR principles, processes, practices and procedures to successfully resolve and complete employee relations, labor relations and performance management assignments. Gathers and analyzes data and information on select employee relations, labor relations and performance management issues and presents recommendations for resolution to higher graded specialists or supervisor. Assignments are selected for their value in exposing the trainee to the types of cases and situations that will allow the employee to gain a variety of experiences in the employee relations, labor relations and performance management fields and to develop the knowledge and skills to perform at the next higher grade level. Assist higher graded specialist in preparing briefings, presentations and/or trainings to management and/or senior staff employees on a variety of employee relations, labor relations and performance management issues. Performs highly structured entry level assignments designed to develop a broader and more in-depth knowledge so the employee can progress in performing higher level duties. Communicates factual and procedural information clearly, both orally and in writing. Gathers and analyzes facts and draws conclusions.

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-07 salary range starts at $49,157 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is experience interpreting and/or adapting available guidelines to specific human resources employee relations, labor relations or performance management issues to complete limited scope projects. OR Education: One full year of graduate level education or Superior Academic Achievement (SAA). To claim SAA, submit documentation of one of the following:

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following:

1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (rounded to one decimal point) of :
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

  • 3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies

  • Knowledge of basic principles and practices of the employee and labor relations specialization sufficient to perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments.
  • Ability to obtain, compile, analyze and summarize information and quantitative data.
  • Ability to communicate factual and procedural information clearly, orally and in writing.
  • Ability to gather and analyze basic facts and draw conclusions.

  • Additional assessments may be used, and, if so, you will be provided with further instructions.
