Summary

The position is located in the Bureau of African Affairs (AF), Office of the Assistant Secretary. The incumbent serves as a Civil Service Staff Assistant in the Office of the Assistant Secretary and in this role, provides advice, analysis, information, oversight, assistance, and support to the Assistant Secretary and other senior officials in the planning , management, and administration of the Office.

Responsibilities

  • Performs administrative work in one or more of the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management, and/or supply.
  • The incumbent performs management and/or program support work, such as planning, research, analysis, correspondence control, communication, and/or liaison.
  • Oversee operational readiness of the organization, including proposals of new methods for increasing effectiveness and productivity ; conduct new analyses to review changing and conflicting demands and productivity expectations.
  • Manage operational support activities of the Bureau to include developing processes and procedures to conduct and coordinate management issues such as personnel, general services, training, correspondence issues, and scheduling.
  • Establishes and maintains a comprehensive system to manage the flow of information within the Office .

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience researching and compiling information from various sources to be used in reports.
  • Experience reviewing and editing policy papers, decision memoranda, and correspondence.
  • Experience monitoring and tracking correspondence and document flow between multiple offices.
  • Experience arranging office meetings, scheduling events and preparing travel arrangements.

There is no substitute of education for specialized experience for the GS-12 position.
