Serves as Branch Manager for the Airports Data and Airspace Branch (AAS-120) responsible for managing airport data and information; and the coordination of airport design standards related to the protection of airport airspace and associated Advisory Circulars, Engineering Briefs and Orders.

Responsibilities

Provides supervision of subject matter experts responsible for the Airports Data and Information Program (ADIP), which includes the Airports Geographic Information System (AGIS) and the 5010 Airport Master Record, as well as Part 157 and other critical airport data and information programs.

Manages the work of a large, multi-level organization typically through subordinate managers. lntegrates work of multiple organizations to meet strategic goals of the organization and the FAA. Participates in strategic planning for the Agency and makes commitments (program, budget, etc.) for a major organization. Provides oversight and coordination of the airport research initiatives, such as the Airport Cooperative Research Program (ACRP) under the Transportation Research Board (TRB).

Oversees airspace matters nationally and in collaboration with the lnternational Civil Aviation Organization (ICAO) Obstacle Limitation Surfaces workgroup. Exercises the full range of supervisory responsibilities to include developing and executing the business plan for the Branch, and communicating the organization's vision and objectives.

Utilizes knowledge of personnel and other administrative policies and procedures to monitor, direct, and provide oversight of administrative staff and programs such as budgeting, hiring, setting priorities, assigning tasks and responsibilities, and ensuring training requirements are being met.

Provides oversight of all aeronautical information, such as 5010 and OE/AAA data sets to geospatial and temporal databases that seamlessly interact. Oversees tasks performed by hired contractors and consultants with respect to airport data collection, verification and submittal efforts and provides direction in all phases of the program.

Coordinates with other lines of business on the aeronautical data integration of new entrants (such as UAS and commercial space) into the NAS and airports environment. Manages the development of airport design standards relating to the protection of airspace on and around airports. Responsible for coordinating with the Airports Design and Construction Branch to ensure that the airport standards are harmonized.

Coordinates with flight procedure teams and multiple offices of the Air Traffic and Flight Standards Organizations on obstructions and airspace issues; and works with the obstruction evaluation group and respective working groups, teams and committees on airspace issues and collaborative decision making on application of standards.

Manages coordination and expectations with other lines of business within the Office of Airports and other lines of business in the FAA regarding the planning and preparation of new entrants, such as Unmanned Aircraft Systems (UAS) and Commercial Space Launch Vehicles.

Assists in establishing and maintaining coordination with Office of Airport Directorates and field offices, airport operators and their trade associations, airport consultants, State Aviation, local governments and other Federal Agencies.

Supervises a highly skilled staff of employees who have technical expertise in engineering, research, airspace surfaces, navigational equipment, surveillance and airport data and information.

Monitors and evaluates performance of organizational units managers and employees, coaching and developing staff and organizational capabilities, approving leave and taking or approving corrective/disciplinary actions as appropriate.

Creates positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the organization to enable problem solving and recommends solutions for complex and/or difficult problems.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, and participates in the labor/management partnership process by fostering a work environment where all employees are treated in a fair and equitable manner.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • Experience in direct technical or management-level involvement in processes related to collection, dissemination and use of aeronautical and geospatial data, and with the development and use of airport airspace design standards; OR
  • Experience managing technical support contracts and research requests, and review of technical reports involving aeronautical data and airport airspace.
