Summary
This position is located in the Deputy Administrator for Financial Management, Office of Internal Controls, Audit & Investigation (OICA&I). The OICA&I is responsible for the internal controls function and audit/investigative management functions of FNS. The position serves as the Deputy Director of OICA&I, and is responsible for providing leadership and guidance over the OICA&I staff and activities.

Qualifications
To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty to at least the GS-13 level in the federal service. Examples of qualifying experience includes the following types of tasks performed on a regular and recurring basis:
1) Establishing a control environment in full compliance with accounting and audit standards;
2) Ensuring audit and investigation activities are functioning in accordance with established policies and procedures;
3) Monitoring the corrective action plan process, as appropriate, to determine that issues identified are remedied in a timely manner;
4) Planning and preparing schedules for completion of work and assigning work to be accomplished by subordinates.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Applicants must have one year of specialized experience at the GS-13 level for consideration at the GS-14 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities
- Coordinates the identification of vulnerable areas of FNS and its program operations, including coordination of the Management Evaluation Quality Assurance (MEQA) process.
- Develops and coordinates a quality assurance (QA) process for ensuring that the management evaluation and financial management review processes conducted by the Agency are operating effectively.
- Monitoring and testing of Agency processes to make certain that MR/FMR reviews are identifying and adequately addressing management, oversight, and fiscal integrity issues at the State agency level.
- Plan work to be accomplished by subordinates, set and adjust short and long-term priorities,and prepare schedules for completion of work.
- Coordinates FNS' participation in USDA OIG and GAO audit processes.
