About the Position: Director ofHumphreys Engineer Center Support Activity (HECSA), is located at 7701 Telegraph Road in Alexandria, Virginia.

Responsibilities

  • Serves as the Director of the Humphreys Engineer Center Support Activity (HECSA), and is responsible for day-to-day operations for the center.
  • Receives guidance, as appropriate, from the Deputy Commanding General, who is the Installation Commander of Humphreys Engineer Center (HEC).
  • Delegated authority for HEC, a US Army Corps of Engineers installation in the Washington, DC metropolitan area, supporting both USACE and DA tenant activities, which are comprised of approximately 1500 civilian and military personnel.
  • Provides oversight for the development and execution of a variety of fiscal management activities including budget development, financial plans, financial monitoring, contracts and allocations
  • Hires, transfers, sets performance standards, evaluates performance, rewards, and promotes personnel consistent with established policies and guidelines; acts as deciding official on such actions submitted by subordinates.
  • Responsibilities are carried out for the Installation Commander, or the USACE Chief of Staff, and include overall management of the Humphreys Engineer Center (HEC), HEC representative for all future USACE planning.
  • Provide oversight for personnel management activities like recruitment, personnel actions, staffing plans, coordination with other agencies, and performance evaluations

Qualifications

This position performs two primary roles:

1) Deliver operational support services such as resource management, budget, manpower, safety, security, EEO, IM/IT, and logistics.

2) Installation manage of a property controlled by the US Army Corps of Engineers.

Success can be measured by the satisfaction of supported activities receiving the wide variety of support provided and by the satisfaction of installation tenants that are working in safe, secure, comfortable, and adequate office spaces.

Specialized Experience:

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Providing direction over the development of the long-range planning and evaluation systems; Serving as a representative in conferences with officials and agencies to explain agency policies; Supervising the preparation and distribution of policy and procedures manual to keep current with laws and regulations that are updated regularly; Anticipating major events and outline courses of actions for an effective response to a variety of events.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
