The FRTIB is looking for a highly qualified and motivated individual to serve as an Attorney-Adviser (General / Compliance).

This Job Opportunity Announcement (JOA) may be used to fill other Attorney-Adviser (General / Compliance), GS-0905-12/13/14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Responsibilities

The major duties of the position are:
  • -Serves as legal counsel with responsibility for providing legal advice and counsel on various programs, issues, and associated legal matters.
  • -Applies comprehensive, in-depth knowledge of agency programs and applicable laws, regulations, and administrative decisions.
  • -Independently reviews policies, procedures, and decisions for compliance with law, regulations, agency policies and directives, and other legal precedents to ensure the interests of the TSP are protected.
  • -Researches and interprets various legal sources, various laws, regulations, and policies to render formal and informal legal opinions on difficult legal and/or factual matters.
  • -Compiles factual information from sources within assigned work assignment.
  • -Analyzes problems and points of conflict in interpretation of law and procedures, and drafts provisions to overcome these difficulties.
  • -Advises senior agency officials and staff on a broad range of legal issues in support of the programs and operations of the agency in administering the TSP.

Probationary Period. Two-year probationary period may be required.

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System , or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Qualifications

To qualify for this position applicants must meet the education requirement, professional certification, and specialized experience requirement as described below.

Education Requirement
Possess a law degree (LL.B or J.D.) and be a graduate from a full course of study in a school of Law accredited by the American Bar Association, or equivalent training. Equivalent training is that training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken or is to be taken; and

Professional Certification
Be a member in good standing of the bar of the state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and

Specialized Experience
GS-12: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-11) in the federal government. Specialized experience is defined as: two years of post-J.D. / LL.B. work experience rendering legal advice on a broad range of issues pertaining to federal government agencies.

GS-13: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-12) in the federal government. Specialized experience is defined as: three years of post-J.D. / LL.B. work experience rendering legal advice on a broad range of issues pertaining to federal government agencies.

GS-14: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: four years of post-J.D. / LL.B. work experience rendering legal advice on a broad range of issues pertaining to federal government agencies.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

You must provide your transcripts to support your educational claims. Transcripts may be unofficial copies, but they must come from an accredited college or university, and they also must include course names and the number of credit / semester hours. Foreign Education. If you are using education completed at foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in the interpretation of foreign education programs.   • -Flexible work schedule options. The FRTIB offers two flexible work schedules, the Gliding Schedule and the Flexible 5-4/9 Schedule. Employees on the Gliding Schedule must arrive between 6:30 am and 9:30 am and work 8 hours plus a 30-minute unpaid lunch period. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day (plus the 30-minute unpaid lunch period) in each biweekly pay period and receive one scheduled day off; and must arrive between 6:30 am and 9:30 am.
