Summary

This position is located in the Bureau of the Fiscal Service, Revenue Collections Management, Revenue & Remittance Management Branch, Specialty Lockbox Branch. The Revenue Collections Management provides government-wide services and support to Federal agencies in the area of revenue collections and associated remittance data collections.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Performs process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations, identify root cause issues, and provide recommendations for remedies/improvements in policies, procedures, customer service, and program management.

- Prepares data analysis (e.g., statistical summaries, comparisons, identification of trends and patterns, documenting process flows, etc.) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups.

- Evaluates new technology and/or proposed process or system changes, and projects impact on system and/or program. Formulates and presents findings and recommendations to senior management.

- Assists in developing, maintaining and tracking program budgets. Performs account analysis and reconciliation of expenses monthly. Calculates and provides estimated program volumes and expenses, and performs variance and earned value analysis.

- Interprets and presents the results of financial programs analyses, including benchmarking, best practices, cost benefit studies, market research, and alternative analyses, in a clear and effective manner to a variety of audiences. This includes selecting the method(s) used to display data and conclusions in a manner appropriate for the audience and most effective for delivery of the content.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes supporting program manager by working on system's development and enhancements. Examples of this experience could include:

-Working with customers to provide guidance and resolve problems; OR
-Aiding the development of communication materials such as letters, presentations, training aids, and fact sheets; OR
-Assisting with developing, maintaining, and tracking program budgets; OR
-Assisting with the preparation of data analysis (such as statistical summaries, comparisons, identification of trends and patterns, documenting process flows) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups.

OR You may substitute education for specialized experience as follows: One full year of graduate level education OR a Bachelor's Degree with Superior Academic Achievement demonstrated through class standing (upper third of the graduating class); grade point average (a GPA of 3.0 or higher out of a possible 4.0 based on 4 years education or courses completed during the final 2 years; or a GPA of 3.5 or higher out of a possible 4.0 based on required courses in the major field); or election to membership in a national scholastic honor society. A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify by a combination of experience and education.


Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes assisting with process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations. Examples of this experience could include:

-Assisting program area to build, maintain, and enhance systems or programs; OR
-Providing guidance and helping to resolve problems associated with systems or programs; OR
-Assisting with the evaluation of new technology and/or proposed process or system changes, and determining the impact on systems or programs; OR
-Helping perform process improvement evaluations, identify root cause issues, and provide recommendations for improvements in policies, procedures, customer service, and program management.

OR You may substitute education for specialized experience as follows: Two full years of progressively higher graduate education or Master's degree or an LL.B. or J.D. if related to the posted position. A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify by a combination of experience and education.

Note that only graduate education in excess of 18 semester hours can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level.



Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations. Examples of this experience could include:

-Program area systems development and enhancements. OR
-Manage day-to-day operational functions of an assigned program; OR
-Analyze results and recommend changes; OR
-Interpret guidelines and adapting guidelines, such as agency policies, regulations, precedents, and work directions, for application to specific cases or problems.

OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR You may qualify by a combination of experience and education.

Note that only graduate education in excess of 36 semester hours can be combined with the appropriate level of experience to qualify applicants for positions at the GS-11 grade level.

CONDITIONS OF EMPLOYMENT:
